Help with Paper Cutting: Making a Kettubah

So I took on the task of making a kettubah for my sister. Only now, the project has become daunting and my cuts aren't even clean. I thought I'd simply trace out a design, and use a knife to cut out the negative space (think doily.) But that hasn't been very easy or neat.
Any advice on where to learn about paper crafts?

Has anyone here ever made home-made paper? I was curious if anyone knows how to grind up old cotton clothing i.e. jeans, shirts to make pulp for paper.
