Roads n sidewalks. personal 'ownership' of vehicles in the traditional scense- competeing companies maufacture cars. Here a city may pass bi-laws on fuels, IE perhaps only electric/hydrogen/fuel cell/ joe's cell/ bio-oil cars allowed?
Could there be a Global Government ban on fossil fuel cars? or should that be left to the city bi-laws?

- could still have gps guided personal vehicles, so an insivible trak in the city, and then manual control in the country.
