  I'm going to have to go with Snake.
  
  Dr. Nick is pretty unethical and incompetent, but I never really considered him to be a crook. Also he patched up Homer's ticker, so that's a big plus in my book!

      I'd say Snake because that is all he does.....
      
      Whereas Dr. Nick sells things on infomercials like, the SS Microwave or the Juice Loosener.

        I think the question might really be: Which kind of criminal is worse, the violent petty theif, or the snake oil salesman/white collar criminal.

          While Snake is wayyy more violent ("You live... you die! You live... you die!), he's also got a soft spot. He placed his own son on Bart's bike & gently pushed him forward...
          
          Son: "Daddy, I'm stealing! I'm stealing!"
          Snake: "Awwww... *sniff*... that's my... little dude!"
          
          Ill wager Dr. Nick would sell his own son, if the price was right.
