Yeah, he is trying to get put into psych care instead of back in jail, so he pretended to be hearing his parents in the room and then poured the (what seemed to be rubbing alcohol, but not sure what it was) stuff all over himself and lit what seemed to be just his robe on fire...altho the "fire" kinda seemed to be leading to his face and hair. In any case, the direction and specialfx were bad, so it looked kinda dumb. It worked...he is/was transferred to the psych ward for observation and diagnosis or whatever. The police called in Michael--Michael seemed to realize that Kev was not really as crazy as he seemed, but kept it to himself to protect Kev from prison.
