Placing text over images in Dreamweaver

Can anyone tell me an easy way to do this?
I think it's with tables or layers, but I'm not sure.

    one very easy way is to use absolutely positioned layers and use the z-index to set one layer in front of the other layer. in dreamweaver, you can just draw one layer on top of another layer. the layers palette lets you play with z-indexes. dreamweaver automatically does the positioning calculation for you as you move the layers around.
