How do we get rid of the loud sound from water pipes
when turning on or off?
We have a new housemate moving in and have a little
time to do some improvements.
Any suggestions?

What kind of sound is it?

Chattering, guttoral, echoes thru the pipes in the house.
      Something like a rhinoserous.

Move. Leave. Immediately. Your house quite obviously rests upon a subterranean portal to HELL!

Now, seriously, that is one of the oddest plumbing issues I've ever heard. Do the pipes do that ALL of the time? On a schedule? Randomly? When the water is used at a tap or toilet? Hot water only? Cold water only? Both? Are you on a water line or well water? Are you sure that it's your water pipes and not the pipes to hot water or steam radiators? What kind of heating system DO you have?

Sorry, my OCD is kicking in and mating with my passion for puzzle-solving.

          LOL Geoff!
Also, how old is your house? I heard a sound like that from pipes before in an older (1920's) house. Not that I can figure out your problem. I am not good with pipes. Only thing I could think of would be for rattling or clanging, (might be loose brackets) but Rhino noises? I am lost. Ok...I will make a guess but only to see if anyone has the answer. An inefficient water pressure system or blockage in the line that makes it less effecient?
I think the only time I have heard something like that from my own pipes is when we turn off the water to fix something and turn it back on. Makes that kind of noise before the water comes in a steady stream. That is the only reason I am guessing water pressure.

MY house was, in fact, built in 1925, and we have all sorts of clanging and knocking ... the former being from the water pipes and the latter from the radiator pipes ... but absolutely nothing that I would describe as chattering or guttural or rhino-like.

Sounds like a form of what they call 'water hammer' Don't quote me alone on this, but it may be remedied by isolating paralell runs of pipe from touching one another, securing any loose runs of pipe that may touch floors, beams, joists, etc and/or installing a pressure relief/shock absorber thing available at good hardware/plumbing places. Super hot water and steam(if y'all have a boiler) can create bubbles and pressure differences that can cause moaning and banging as well- but I'm not so well versed in that as I am about possession of elderly domiciles by unrequieted apparitions of the undead.
