I have an aunt who lives in Logan, Utah, a town a couple of hours north of Salt Lake. Yesterday her neighbor was angry with her husband over something, tied their two dogs outside and left for her mother's house and both dogs died. My aunt called the Humane Society and their response was to tell my aunt that their spiritual advisor could talk to her about animal neglect/abuse. She then called Animal Control who "came to investigate", but according to my aunt, the man was more concerned with the neighbors accusing him of killing them above anything else. Animal abuse was recently voted a felony in Utah, so I am particularly bothered that no one seems to be taking this seriously. And this is not the first time my aunt has tried to involve Animal Control with this family's activities. Not only is Logan is a farming community, but also home to Utah State University (a huge ag. school), so I think this may be interfering somewhat with anyone's reaction. I know my aunt is frustrated by the fact that she has not been able to get anyone to deal with this family now or in the past. In addition, they have already "replaced" one dog today and "have made arrangements to replace" the other as soon as possible. I sent her the link to contact PETA, but I'm not sure how likely she is to actually contact them; I would have done it myself, but all of my information is hearsay and I don't know all the details or past issues. Basically, this is my long-winded attempt to ask people for any advice or thoughts on whether or not there is anything more I could do with this and if so, what.

First you should speak with local animal shelters, the humane society and even dog breeders and pet shops and tell them the story and ask them not to adopt or sell any dogs to your aunt or her husband. While we may see these people (breeders, animal control, etc) as people who don't understand animal rights, in THEIR minds at least they are people who care about dogs.
As well, even in an agricultural state like Utah people LOVE dogs...which is odd that they can't make the leap and realize the hypocrisy of loving dogs and hating cows, pigs and chickens, but for the most part they don't think that they actually hate pigs, cows and chickens, although they kill them, there is that disconnect.
so instead of wasting your time with the humane society and with local law enforcers (who often want to just pass the buck so that they can avoid paperwork...go straight to your local representatives (ie: the law MAKERS) your local representative, city hall, councillor, and your state representative (is it a governor?) and of course your federal representative...it's an electionb year after all...for those people make sure that you "big picture" it..it's not justa bout youer aunt, your aunt is an example to illustrate how animal cruelty laws must be enforced...
do like Elle in Legally Blonde 2 and find representatives who like dogs...who are "pet owners" themselves...:-) -

Thu, June 26, 2008 - 7:40 AMAntoine, just to clear this up for you a bit, it was her aunt's NEIGHBOR that did this to the dogs, not her aunt herself. So it wouldn't make any sense to tell pet shops not to sell to her aunt or husband, because it was their neighbors. That's why she was saying her aunt should contact PETA, etc.
Just thought I'd add that in.

okay...so the same advice stands. take a picture of the neighbour and show it to your other neighbours letting them know that there is a dog-killer in the neighbourhood (while most people eat meat, the same people usually LOVE dogs) Also circulate the picture (and name and address) of the neighbour to humane, pet shops, breeders and animal control to make sure that person is not sold or does not adopt a pet.
perhaps make the connection to serial killers (that most psychopath start off by killing animals and then graduate to humans) to the local police which may motivate them to act...and then again to your representatives (local, state and federal)
I don't know if it's the same in the States, but I know hee in Canada those who want to get things done go straight to their city councillor or provincial (state) or federal representative...they have a way of making things happen MUCH faster.
