I've had this happen several times. Some blatantly steal my images, some steal the idea of my theme or of my image, and then give no mention of where they got it.
Is it wrong to do this ?
I really do not get mad about it.

First of all, the facts are that you "stole" his avatar idea. The facts:

Only if the photo is copywritten and they do not have permission.

this icon was created by me with my facial hair back when people were bugging me to HAVE an avatar at all. this was my way to tease those bugging me (diana still accuses me of having no nose or eyes...)
so i am not sure how the idea that i stole it came up, but it is laughable, and i needed that good laugh...
ANYWAYS...
i DO think that courtesy dictates that if you see someone else's work and you like it and would lie to use it yourself, then you ask that person. this would only enter legality if there is a copywrite, but i would consider it discourtious to "steal" an avatar that someone else worked on and pass it off like you did the work.
NOW, the closest to what has happened here, even if i for some reason knew of your avatar, mine may be of similar concept, but is clearly its own creation (hey, i used an "!"). SO if a modern artist sees a painting done by dahli and does his OWN version of melting clocks, clearly different, not trying to pass it off as the same artist, that woud not be stealing, it would be emulating and that does not require permission in the least.
but i assure you, i came up with my avatar in my own sarcastic mind.

it get downright uncomfortable when certain files end up elsewhere, usually from the "overseas" people which probably have some software to simply cut out and save anything from any page, right? i don't get too worried about this but i think the trend should be closer to not stealing images or avatars. unethical.
