I don't know of a place to actually buy an official mini shamadan like that but, it looks to me like you could easily buy a round candle holder-like the kind you would put on your table for a centerpiece-and adapt it to fit your head. Although, in the video it looks more like she is just balancing it on her head (more of a candle tray) vs. a shamadan that is attached to a cap. Obviously not this exact one but this kind of concept...
