In case you didn't know, employers can now give employees up to $20 a month as a stipend for bicycling commuting expenses. The money can be used for the purchase of a bike (how you purchase a bike on $20 a month is another matter), repairs, maintenance, etc.
Your employer can take a deduction, from what I understand, and the employee is not taxed because it is fringe benefit.
There are related fringe benefits for public transportation or car pooling.
I don't know that $20 a month will make anyone switch from car to bike, but it is a start.
Check the IRS website for details.

Re: bicycle commuter stipend
Fri, April 3, 2009 - 7:53 PMI composed and sent a nice email to my HR dept. for this. No reply. Seems they aren't interested. -

Re: bicycle commuter stipend
Fri, April 3, 2009 - 8:51 PMI'll definitely look into this. I am self employed and work from home, but I use one of my bikes to haul packages to the post office. If there is a way I can pay myself $20 extra per month without incurring taxes, I can think of a few purchases to support my local bike shop. -

Re: bicycle commuter stipend
Fri, April 3, 2009 - 9:37 PMUnfortunately, it is hard for self employed people to take the deduction. You have to be an employee, it's an employee fringe benefit kind of thing, from my understanding.
I am also self employed, but through my company, which is a an S corporation. Technically, I am an employee of the corporation. I just happen to own the corporation, and I am its only employee. Owners of S corporations can't take the deduction as an employee.
Tax law. Fun stuff!
But, my friend, if you are using your bike for your self employed work, you should be able to deduct your bike expenses as a business expense. Ordinarily, no one can deduct their commuting expenses. This stipend is an exception. But using your bike to haul packages for work is not a commuting expense. That is a business expense, and it should be deductible.
If you are self employed and use your car for business purposes, you have to keep track of your mileage to take a deduction. If they treat bikes the same, I guess you're gonna have to spring for an odometer for your bike. -

Re: bicycle commuter stipend
Sat, April 4, 2009 - 10:06 AMI also have an S-corp, but still want to look at the wording of the law to see if I can work it somehow. I already do expense just about everything I can. However, the post office is so close that I haven't even worn out a set of tires on my bike. I already had the shopping cart I tow behind the bike and that was a business expense. I originally bought it to haul packages from my car into the post office. It saves me from having to make multiple trips and leave half of what I am shipping on a counter unattended. I am thinking of building an electric pusher trailer for my bike and plan to expense that. I already have a one HP 48V DC golf cart motor and the wheels. All I need are four 12V rechargeable batteries and hardware. I figure a trailer can be designed so that it unlocks and detaches from the bike like my shopping cart and can be wheeled indoors for re-charging. -

You are correct about employees of S corporations. I just read the statute and it excludes employees of S-corps who own more than 2% of the business from receiving the benefit. And I thought I could give myself $20 per month toward bike maintenance/purchases without incurring payroll taxes. No such luck. -

Re: bicycle commuter stipend
Sat, April 4, 2009 - 10:50 PMbut you might still write it off as a business expense.
you can't deduct the commuter miles, but you can deduct the work related miles. That would be my argument.
good luck
