Hi, forgive me if this has been covered before, but I am new to this to Tribe...
I am interested in making (in the future) a mutated vehicle, specifically something that looks like a realistic conning tower of a submarine. I want to build it on an RV or Step-van base but I am wondering how much I can modify one of these AND still have it street legal. Any resources are appreciated. Oh, and it has to be street legal in WA, OR, CA, and NV.
NOTE: this is a loonngg term project. Not for next/this year. I pretty much understand what's necessary to make something playa-compatible.
What I don't understand is what it takes to make it STREET legal:
- headlights
- bumpers
- ground clearance
- window glass type
- window tinting
- general crash-worthiness
- seatbelts
- airbags
- etc
The big question is: are there exceptions for vehicles that are owner-modified? can I start with an actual street-legal vehicle and make major body shell modifications (the outside envelope) and still have it be street legal?
any help is especially appreciated on that topic.

Mon, December 8, 2008 - 10:32 PMIf you look at the Nevada vehicle requirements and operations restrictions, it's interesting to see the prohibition against riding on trailers, open platforms or the exterior of vehicles. The BLM is giving mutant vehicle operators a fair amount of leeway in matters of safety restraints, helmet use and seating at Black Rock City. Issues related to driver sobriety and drinking should be cautioned against as LEO's have a zero tolerance policy on the playa through out the year.

Wed, December 10, 2008 - 11:25 PMTwo guidelines stand out to me: (1) To get Department of Transportation approval for your particular vehicle, it's either through being an automobile manufacturer already or through a nearly impossible process that nobody quite understands, and (2) it's easier to ask for forgiveness than for permission.
In New York [up]State (i.e. not NYC), my own theory is that you can find a fair and reliable shop that gives out inspection stickers then gradually morph your existing street-legal vehicle into something else. The idea is to start with a perfectly bland vehicle, get it on the road, and start modifying it. As long as you can continue to pass your state's requirements for what constitutes "safe", then you should be home free.
That said, all this is still theory. I understand that applying $$$$ to a project that isn't a certainty is a big problem, but, like I said: it's easier to ask for forgiveness than for permission. If you can show that you have safety in mind and have generally made modifications that keep a vehicle about as "safe" as it was to start with, then I don't know why a LEO would bother you.

i know of guys who drive up their trucks and vans, then cover them in many types of facade. from bolt-on panels to canvas covered PVC frameworks. "Ping" is a great example.

the bottom line is that your daily driver cannot look like a normal car/truck. it must be highly mutated/modified LOOKING.

Fri, September 11, 2009 - 10:52 AMHey Daniel - the rules are a little different in all of those states - I think Cali is the most strict so you might want to sart there. I would check out each states vehicle code starting with the strictest and make a list of everything plus each new thing you find. Most likely you will need to keep the factory/structural stuff as is and add onto it without impeeding visibility and clearance. There are other Art Car tribes and e-mail lists that are more likely to have "Daily Drivers" and folks that can help you with that info. I think it IS possible to have a fully qualified "Mutant" that is street legal but it will take a lot of research and dilligence. Once you have it together (or durring the process) it would be good to check in with the Highway Patrol to make sure you've got everything - but as I said - each state is a little different.
