Jadene, I loved your idea and wanted to tell you about what we are doing in Eugene. We have a web site (just the beginnings) at vuctirygardensforall.org. We aim to help people start 10,000 new gardens most in their yards, in 2008 in the greater eugene area.
We work with the barm raising concept. 5-6 people in the same neighborhood team together and help each other start a garden with the help of an experienced gardener. These are instant gardens, we have millions of seedlings, and materials for tunnels. They then continue to team together to help each other observe and learn about soils, water catchment, etc.

Sun, February 10, 2008 - 7:15 PMoregon requires a contractor's license for any kind of landscape installation that involves compensation. the ANLD (association of northwest landscape designers - www.anld.com/) is interested in persuading the authorities to allow those working for profit to install plant material.
i may be able to get licensure through ACS (tribes.tribe.net/acs) in order to pursue the project partnership i'll be proposing once ACS raises the money necessary to file for nonprofit status. it sounds like you guys don't have that hurdle where you are. let us know how your project progresses. thanks for your story!
