I just learned how the S.F. Fringe Festival (and presumably the ones on which it's based) works --
Applications are sorted into broad categories, and then drawn from a hat by luck. There's a little adjustment for various venues, but basically, if your name is picked, your play is produced....

That's a really great way to choose plays to include in a festival such as the Fringe, I had no idea they did it that way.
Though that's not democratic at all. It's equitable, but since when is democracy equitable?
