Governments the world over operate in similar ways... one of the strategies of those who hold power (and thus desire to hold on to it) is to create a sense of almost subconscious fear, subliminal panic, in the populace. When people fear, they resort to simple strategies that bond them together as a community and make them more controllable. As psychology and neuroscience advance, it is foolish to assume that our governments are not using increasingly sophisticated techniques to manipulate and control us, resulting in an erosion of not just civil liberty but striking at the very core of free will. Whether this is done with the best of positive intention (to keep us safe) or for more nefarious purposes (to hang on tightly to the reins of power) is irelevant. The erosion is the same.
