I'm not associated with this company, but I've had Skype Pro for 3 months now and I love it. If you leave your computer on all day as I do, it doesn't matter that the phone comes through the computer. They are running a promotion that I just signed up for, 1 year of unlimited (within the US) phone service for $23.60. That's less than one month of AT&T basic with no long distance. The promotion expires tomorrow, but the monthly subscription is only 2.95.
I did go ahead and pay to have a phone number 1 year is $30.

Thu, June 5, 2008 - 1:26 PMIf you have a bunch of international calls to make, we use Vonage. We pay $30 a month, we use our own phone and we can call any other country (and USA) for free unlimited.
We found out that if you connect to a cel phone, you get an extra charge.
You need to have internet already.
Kids call their daddy in Brazil every day and talk for hours. We pay $30. -

Skype is also free between Skype users, including video calls. I'm looking into video partying..uh.. conferencing with Skype. www.skype.com/prices/
Vonage isn't in my area, but I don't talk on the phone all that much anyway. We use a dial in number for long distance calls on our regular phone and still don't pay more than $20 a month. We don't have caller id or call waiting or voicemail, so that cuts down the cost.
