As an engineer, the study of "things gone wrong" or defects are very important in perfecting a product.
Engineers target the conditions which will bring about targeted objectives and focus on that a great deal. And the attention to defects is fruitful.
Would this prover be refering to something else?
as in the superficial pointing at "faults" or dwelling on the negative?
what do you think?

The proverb refers to taking pleasure in other people's "problems".. that one should not add further problems for them or anyone, on top of what they already have.
So discussing defects in a compassionate way, as to help transcend those problems.. well that would be be helpful not hurtful. -
