I created a 10 minute short film back in college and the quality is terrible. I thought it would be a fun project to convert the whole movie into animated film -- maybe by using digital rotoscoping like they did in the movie "Waking Life".

I know Flash can convert a bitmap into a vector image, but can it convert a movie file into a vector animation? Do you know of any programs that might be able to achieve this? (either by rotoscoping or converting to vectors) Thanks!
