Flash Presentation - US MAP Coverage

Hello fellow Flash designers/developers,

I am a newbie to Flash but have worked in the web development/design industry for almost nine years. I am good with programming but not the best at design (Photoshop, Flash, etc...). I am currently reading a book titled: Flash Professional 8, which is a good book for hands-on training but time consuming. I am almost halfway through the book but now time has become a factor with meeting the deadline for this presentation.

I am unable to find examples of what I need to do next (in my book or via searches on the web). If anyone can help me with this I would so thankful.

I am trying to outline each state border of the united states map. Once I have the outlines completed I need to fill in each state according to whether the state is in network (blue) or out of network (red). Obviously, this needs to be a flash animation (not sure if action scripting is required). Has anyone in this community attempted such a task or seen this done before?

I am not using the final art (graphics) but this should be a good enough example of what I am trying to do. If you have any questions please don't hesitate to ask.
