While I'm not involved in regular festivals, I do have need to display my artwork in other situations and have recently bought some very nice Pro Panels. Lighting I've found on the web seems VERY expensive and I think I could rig something up using short track lights or something from Home Depot. Just can't figure how I'd attach them IF that's the way I go. I bought some clamp lights, but they don't come out far enough from the panel and only illuminate the top 1/3. Any suggestions or links to photos?

stretch some bamboo poles or pvc pipes from one side to the other and hook them to these.
I prefer using Bamboo because plastic is just too wastefull -

Pro panels makes support bars that slide onto the panel upright poles. I use these to hand my lights from and the also support the panels from wiggling around if your in a windy situation

I have three panels and one of the support bars that allow a 90 degree angle. Will probably order another one or two. A great place for lights on an inside angle of two panels, but I was thinking about that outside angle too where the bar wouldn't work. By the way, what kind of lights are you using on that bar? Clamp, track? I'm wide open for suggestions here.
