&lt;br/&gt;We often hear this disconnect in the climate debate: sceptic Joe says “human impacts are small and likely not harmful”; alarmist Arthur says “humans are affecting the climate, therefore we must act now”. It is not possible to get the alarmist to answer the claim of the skeptic that the impacts are likely to be small. I believe the disconnect results because the alarmist is using categorical thinking. In this mode, if something is bad, it is bad. Water is either clean or not clean. Forest is either wilderness or it is defiled. This conversation cannot progress because the world views of the sceptic and the alarmist are incompatible. The words they use do not mean the same thing. If the sceptic admits we are having a small impact on climate, the alarmist says “aha! You see? We are doomed!” This is not a conversation.

&lt;br/&gt;The State Department released a draft environmental impact assessment of the controversial Keystone XL pipeline Friday, suggesting that the project would have little impact on climate change.

&lt;br/&gt;Canada’s oil sands will be developed even if President Obama denies a permit to the pipeline connecting the region to Gulf Coast refineries, the analysis said. Such a move also would not alter U.S. oil consumption, the report added.

&lt;br/&gt;THE UN's climate change chief, Rajendra Pachauri, has acknowledged a 17-year pause in global temperature rises, confirmed recently by Britain's Met Office, but said it would need to last "30 to 40 years at least" to break the long-term global warming trend.
&lt;br/&gt;
&lt;br/&gt;Dr Pachauri, the chairman of the UN's Intergovernmental Panel on Climate Change, said that open discussion about controversial science and politically incorrect views was an essential part of tackling climate change.

&lt;br/&gt;Larry's comment: Being cautious, I'd put the pause at 15 years, rather than 17, because the most recent ho-hum warming trend peaked in 1998. 
&lt;br/&gt;
&lt;br/&gt;About that "long-term global warming trend." That trend lasted from 1979 to 1998, less than 20 years. And some Global Warming alarmists started in with their Chicken Little routine in the late 1980s, less than 10 years after the global cooling trend bottomed out. 
&lt;br/&gt;
&lt;br/&gt;Looking at temperatures in the contiguous USA, there's been a slight overall cooling trend since the 1930s, which were toastier than anything in the 1990s or in the 'Naughties'. Of course, the USA has a relatively small part of Earth's total land area. And it's not necessarily a representative sample. 
&lt;br/&gt;
&lt;br/&gt;So why does Pachauri have a double standard? It's a classic bet-hedging maneuver. On some level, Pachauri knows that he's on the wrong side of the science. And he doesn't want to become a laughingstock in his lifetime.&lt;/div&gt;

&lt;br/&gt;Dr. James Hansen and Reto Ruedy of NASA GISS have written a paper (non peer reviewed) with a remarkable admission in it. It is titled Global Temperature Update Through 2012.
&lt;br/&gt;
&lt;br/&gt;Here is the money quote, which pretty much ends the caterwauling from naysayers about global temperature being stalled for the last decade.
&lt;br/&gt;
&lt;br/&gt;"The five-year mean global temperature has been flat for the last decade, which we interpret as a combination of natural variability and a slow down in the growth rate of net climate forcing."
&lt;br/&gt;
&lt;br/&gt;Gosh, I thought Hansen had claimed that “climate forcings” had overwhelmed natural variability?
&lt;br/&gt;

Neither did experimenting with the short-lived trial balloon, Climate Disruption.

&lt;br/&gt;The big news is out on Watts Up: Half the trend is due to badly placed thermometers and erroneous adjustments

&lt;br/&gt;It’s all up on Watts Up now.
&lt;br/&gt;
&lt;br/&gt;What Anthony Watts and Evan Jones have revealed is breathtaking, a must see. Half of the warming trend has gone. 92% of the artificial rise was due to” erroneous adjustments of well sited stations”. Muller et al used an older siting classification system. The new classification system shows that siting does have a major impact on the data.
&lt;br/&gt;
&lt;br/&gt;We always knew thermometers were never meant to be stuck next to air-conditioners. Now we know they shouldn’t be recording global warming near airports either.

&lt;br/&gt;Larry's comment. The study period was 1979 - 2008. However the satellite data show that there's been no measurable global warming since 1998. For some reason, climatologists are fond of 30-year periods. 
&lt;br/&gt;
&lt;br/&gt;It was not clear to me which data Anthony was using. Was it raw data, or was it adjusted 'data', or was it both? And apparently, there's more than one layer of temperature adjustments. 
&lt;br/&gt;
&lt;br/&gt;There's an ongoing problem with NASA-GISS, NOAA, and CRU refusing to release raw, unadjusted data from INDIVIDUAL temperature station to scientists who are not part of the 'hockey team'. Ditto for the computer codes. 
&lt;br/&gt;
&lt;br/&gt;Unfortunately, I don't have the patience to scrutinize Anthony's as-yet unpublished paper. Sorry for waiting so long to post this important news. &lt;/div&gt;

&lt;br/&gt;THERE is no doubt that many people are susceptible to the repetition of a single message. No matter how stupid the message, if enough people say it often enough, a large percentage of those who hear it will begin to believe it. That’s the basis of advertising and also propaganda: it’s how you make ideas fashionable, even scientific ideas. But just because an idea is fashionable doesn’t make it right and just because an idea is right, well it doesn’t mean it represents the truth.
&lt;br/&gt;
&lt;br/&gt;Fashion is in fact the lowest form of ideology and I have little regard for fashionable ideas – even fashionable scientific ideas. I also have little regard for what many claim to be good and wholesome ideas. My interest is in the facts, the evidence – the truth particularly as it pertains to the natural world.
&lt;br/&gt;
&lt;br/&gt;There is intrinsic good in having a deep understanding, based on truths, of aspects of the natural world. For example, it is through understanding electricity – what it is and how it can be generated – that it many of our basic physical needs are now met at the flick of a switch: the lights come on, the house warms up, the kettle boils water. But not everyone studies science to discover useful things, for some it is the chase after facts and the thrill that comes with their discovery, for others an interest in an aspect of the puzzle that is the natural world in the hope of finding order in the universe.
&lt;br/&gt;
&lt;br/&gt;But to be successful at science there is a need for a particular type of discipline – a discipline that is not necessary in many other intellectual pursuits. There is a need to be honest to reality and to always test theory against reality. In this respect science is different from the modern arts.

&lt;br/&gt;
&lt;br/&gt;The California Air Resources Board (CARB) wanted to regulate diesel truck fumes, inherently believing them bad. So it sought the guidance of CARB employee Hien Tran, a fellow who received a PhD in “Applied Statistics” after sending in the proper number of Captain Crunch cereal boxtops (plus $1,000 smackeroos) to Thornhill University (“75 years of active contribution to human knowledge and higher education”1).
&lt;br/&gt;
&lt;br/&gt;Yet somehow Tran forgot his degree’s origin and told his employers it came from UC Davis. It must have been the same sort of mental defect which allowed Tran to lead-author a paper which “proved” that diesel trucks caused “2,000 premature deaths” per year in the most populous left coast state. I remind readers that cause is a strong word.
&lt;br/&gt;
&lt;br/&gt;This was the scientific evidence CARB needed. New regulations and rules and bureaucratic oversight and fees and requirements and forms and inspections and much more was passed into law. All was well.

According to Janice Lough, Australian Institute of Marine Science (AIMS), the rate of change from anthropogenic global warming is unprecedented and is already having a catastrophic impact on the Great Barrier Reef. Also in front of the TV camera today, Phillip Munday, James Cook University, said the most spectacular of our coral reef fish will disappear. And John Pandolfi, University of Queensland, was begging us to do more to save the reef.[1] Australian Institute of Marine Science research director Peter Doherty told the $10 million symposium of more than 2000 marine scientists from 80 countries of an “alarming and unsustainable decline” in coral over large sections of the Great Barrier Reef in nearly three decades.[2]

&lt;br/&gt;Over on Climate Audit, there’s an interesting thread going on about Lonnie Thompson and his wife Ellen, who Steve McIntyre describes as “serial non-archivers” due to their overt refusal to put their ice-core data online is spite of grant rules that require them to do so.
&lt;br/&gt;Steve begins with:
&lt;br/&gt;
&lt;br/&gt;"Recently, Geoffrey Boulton’s report and Nature editorial provided more pious language urging data archiving by hoarding scientists. As I mentioned in my initial comments on Boulton’s editorial, there have been many such pious pronouncements over the years without the slightest impact on, for example, the serial non-archiving couple of Lonnie Thompson and Ellen Mosley-Thompson, who, as it turns out, is an even worse offender than husband Lonnie, if such can be imagined. Their long career of non-archiving has flourished despite clear U.S. federal government policies dating back to 1991 which, on paper, require thorough data archiving by the climate community as a condition of receiving grants. Unfortunately, the U.S. climate funding bureaucracy has been thoroughly co-opted by the climate industry and has failed to enforce regulations that, on paper, would require the Thompsons and others to archive data. Unfortunately, Boulton failed to do any assessment of why even apparently mandatory government policies have been insufficient to deter to serial non-archivers."

The main point is that quaint 20th Century scientific ethics--as well as the law in at least one case--requires data archiving. This even applies to those the Warmies, in their infinite wisdom, deem to be unworthy.

&lt;br/&gt;All that they need to do is to push a button. Voila! Instant access for everyone. Problem solved. Or is it? Could it be that these same Warmies have been cherry-picking, altering, or even fabricating data, and that this whole obstructionist effort is a thinly veiled CYA maneuver? &lt;/div&gt;

He has been abusive, has failed to engage on specifics, and leaves shotgun posts in lieu of reasoned responses. Bob the troll has no interest in learning. He obvious intent is to disrupt in the nastiest way possible. 
&lt;br/&gt;
&lt;br/&gt;My response has been to copy my original post in a given thread, then to delete the entire thread, and then to resurrect it as a clearly-labeled repost. And poof, Bob the Troll's toxic comments are gone! 
&lt;br/&gt;
&lt;br/&gt;In the old threads, all of the links worked for me, but not for Bob the Troll, who apparently is too retarded to grok the concept of clicking on a link. Anyway, that's why we have so many 'new' threads showing on the radar screen. Sorry about that. 
&lt;br/&gt;
&lt;br/&gt;The links do not work in the reposts. However in some of the them, you can copy with your mouse, and then paste into the address bar. Sorry about that. If anyone except Bob the Troll is interested in a specific source, I can exhume an old link.&lt;/div&gt;

      <title>The sun is getting busy, GHGs are out-gassing, humans defoliated and emitted, and the greenhouse effect means we will challenge the P/T event:</title>

      <description>&lt;div&gt;SLR predictions are variable because the rise of GHG-concentrations is variously 10x faster, than out-gassing, before the temperature rises, of the PETM extinction, 56 m.y.a.  The temperature rise is only starting to accelerate, with the SLR following.
&lt;br/&gt;
&lt;br/&gt;That means steady rises, featuring lots of ups and downs, from the several forcing factors are morphing, to steadier rises and then to accelerating rises.
&lt;br/&gt;
&lt;br/&gt;One really nasty aspect, of out-gassing is the virtual eruption, of CH4, methane, which breaks down, to CO2 and H2O, but this takes time.  And methane is jumping out SO MUCH, while changing conditions may interfere, with CH4 breakdown, we need to wonder whether it caused the largest extinction event, ever:

&lt;br/&gt;In accordance with Articles 4 and 12 of the Climate Change Convention, and the relevant decisions of the Conference of the Parties, countries that are Parties to the Convention submit national greenhouse gas (GHG) inventories to the Climate Change secretariat. These submissions are made in accordance with the reporting requirements adopted under the Convention, such as The UNFCCC Reporting Guidelines on Annex I Inventories (document FCCC/SBSTA/2004/8) for Annex I Parties and Guidelines for the preparation of national communications for non-Annex I Parites (decision 17/CP.8). The inventory data are provided in the annual GHG inventory submissions by Annex I Parties and in the national communications under the Convention by non-Annex I Parties.

&lt;br/&gt;The GHG data reported by Parties contain estimates for direct greenhouse gases, such as: 
&lt;br/&gt;
&lt;br/&gt;CO2 - Carbon dioxide
&lt;br/&gt;CH4 - Methane
&lt;br/&gt;N2O - Nitrous oxide
&lt;br/&gt;PFCs - Perfluorocarbons
&lt;br/&gt;HFCs - Hydrofluorocarbons
&lt;br/&gt;SF6 - Sulphur hexafluoride
&lt;br/&gt;
&lt;br/&gt;. . . as well as for the indrect greenhouse gases such as SO2, NOx, CO and NMVOC.

&lt;br/&gt;Along with isotopic analyses of the ice itself (which is mainly related to temperature), the researchers (such as Jérôme Chappellaz in Grenoble, France) were able to isolate the gases trapped inside tiny bubbles in the ice. The greenhouses gases, CO2 and CH4, within those bubbles showed that since the industrial period began (around the mid-1800s) concentrations of both CO2 and CH4 have been increasing rapidly. In fact, CH4 concentrations have more than doubled over the last 150 years, and the contribution to the enhanced greenhouse effect is almost half of that due to CO2 increases over the same period.
&lt;br/&gt;
&lt;br/&gt;The changes over the last century seem to be mostly related to increased emissions due to human activity: leaks from mining and natural gas pipelines, landfills, increased irrigation (particularly rice paddies, which are essentially artificial wetlands) and increased livestock producing more intestinal CH4 (!) among other factors. However, over the last ice age, and particularly in the turbulent world just prior to the modern Holocene period (roughly the last 11,500 years), methane was observed to oscillate almost hand-in-hand in response to rapid climate changes such as the Younger Dryas cold interval (a return to almost full ice age conditions 12,500 years ago).

&lt;br/&gt;Methane (CH4) is emitted from a variety of both human-related (anthropogenic) and natural sources. Human-related activities include fossil fuel production, animal husbandry (enteric fermentation in livestock and manure management), rice cultivation, biomass burning, and waste management. These activities release significant quantities of methane to the atmosphere. It is estimated that more than 50 percent of global methane emissions are related to human-related activities (U.S. EPA). Natural sources of methane include wetlands, gas hydrates, permafrost, termites, oceans, freshwater bodies, non-wetland soils, and other sources such as wildfires.

&lt;br/&gt;What caused the worst mass extinction in Earth's history 251 million years ago? This event is one of the most catastrophic in life's history: the P/T extinction. 
&lt;br/&gt;
&lt;br/&gt;An asteroid or comet colliding with Earth? A greenhouse effect? Volcanic eruptions in Siberia? Or an entirely different culprit? Scientists have suggested many possible causes for this "Great Dying": severe volcanism, a nearby supernova, environmental changes wrought by the formation of a super-continent, the devastating impact of a large asteroid -- or some combination of these. Whatever happened during this period left no form of life undisturbed: No class or species was spared from devastation. Trees, plants, lizards, proto-mammals, insects, fish, mollusks, and microbes -- all were nearly wiped out. More than 9 in 10 marine species and 7 in 10 land species vanished. Life on our planet almost came to an end.
&lt;br/&gt;
&lt;br/&gt;This catastrophe - marked in the geologic record as the Permian/Triassic boundary - occurred about 250 million years ago--and is not to be confused with the better-known Cretaceous-Tertiary (K/T) extinction that signaled the end of at least fifty percent of all species, including the dinosaurs, 65 million years ago. During this earlier cataclysmic period in Earth's history, known as "The Great Dying," up to 96 percent of marine species and about 70 percent of land species were wiped out. Scientists have not been able to determine what caused this cataclysm to life, although theories of asteroid impacts, climatic changes, and the greenhouse effect have all been suggested. Many paleontologists have been skeptical of the theory that an asteroid caused the extinction, since early studies of the fossil record suggested that the die-out happened gradually over millions of years -- not suddenly like a single, catastrophic event. But as their methods for dating the disappearance of species has improved, estimates of its duration have shrunk from millions of years to between 8,000 and 100,000 years--a very quick event in geological terms. 
&lt;br/&gt;
&lt;br/&gt;A Northwestern University chemical engineer believes the culprit may be an enormous explosion of methane (natural gas) erupting from the ocean depths. This explanation is closer to the inverse of an external impact, like an asteroid, and more like a disgorging of trapped energy that erupts from deep below the oceans. Such a global catastrophe has a more local precedent, as a similar eruption happened in Africa at Lake Nyos in 1986, killing 1700 people and rippling as far away as 25 kilometers.

&lt;br/&gt;Does anyone dare, to enter the fatal CHAMBER OF FARTS?  
&lt;br/&gt;
&lt;br/&gt;Do any wise-guys want, to out-gas GHGs, faster, and faster, and FASTEST, OF ALL TIME?  All it takes, for Mass Extinction Event 6, to catch the P/T Extinction is for volcanoes to go off.  If our SLR-tides hop on magma chambers, and we get volcanoes, to go with our proliferating methane, we have all the same symptoms, of the P/T.  We can call our event the Pee-Tardy event, or something.

&lt;br/&gt;But we'll be dead, and so will our descendants.
&lt;br/&gt;
&lt;br/&gt;Why then!  We may become extinct humans, for letting the methane come out, much too fast.  If we go this route, and we cetainly look like we are trying to, "Oops, I crapped my pants" or "Oops, we crapped our adult diapers" will certainly not save us, if accelerated CH4 release suddenly goes BOOOOOOM or otherwise causes some sudden shizzle, to dizzle.

&lt;br/&gt;Last year, Willis Eschenbach had a WUWT post about extinction rates being exaggerated in the literature (wattsupwiththat.com/2010/01/...orpses/). I offered to help him get this published, and it is now out. We conclude that the extinction crisis for birds and mammals is very specific to island fauna which are uniquely sensitive to human impacts, including our pets and commensals like rats. It is not valid to extrapolate these extinctions to either the problem of deforestation on continents or to future impacts of climate change.

&lt;br/&gt;In theory at least Oregon State University (OSU) seems to be a bastion of academic freedom, diversity, and tolerance.  A wide range of ideas are openly discussed.  The most viable rise to the top and the least viable fade away.  But it is all a fairy tale, because OSU operates under a politically correct regimen that dictates what is acceptable to say and what is not. Transgressors who dare to be different are eventually weeded out so that the campus maintains its ideological purity. 
&lt;br/&gt;
&lt;br/&gt;OSU is not yet as swift or efficient as the Soviet system when Joseph Stalin was trying to quash dissent among biologists who refused to go along with Trofim Lysenko.  If warnings to compromise their integrity were not followed, Stalin simply had biologists shot.  That quickly thinned the ranks of all biologists and persuaded the remaining ones to comply with Stalin’s wishes.  Of course, it also destroyed Soviet biology, because Lysenko was pedaling nonsense.  And Russian biology has never recovered. 
&lt;br/&gt;
&lt;br/&gt;We learned over the weekend that chemist Nickolas Drapela, PhD has been summarily fired from his position as a “Senior Instructor” in the Department of Chemistry.  The department chairman Richard Carter told him that he was fired but would not provide any reason.  Subsequent attempts to extract a reason from the OSU administration have been stonewalled.  Drapela appears to have been highly competent and well-liked by his students.  Some have even taken up the fight to have him reinstated.

&lt;br/&gt;An “action pack” distributed by Global Campaign for Climate Action said members “shouldn’t be afraid to make the connection”, despite the sometimes low level of confidence in the official documents of the IPCC. The action pack, which was produced to coincide with the release of the latest full IPCC report into the link between climate change and extreme weather events, rekindled claims that overstating the case damaged the credibility of the science…

&lt;br/&gt;The full report ... presented a cautious appraisal and said it was unable to answer confidently whether climate was becoming more extreme.

&lt;br/&gt;The inconvenient truth for James Hansen, who heads up NASA's Goddard Institute for Space Studies, is that there's been NO NET WARMING TREND in the Lower 48 States of the US from the 1930s, which were quite toasty, to the end of the century. And that's bad news for his scare campaign, and for the funding thereof. Hansen's solution: 'Adjust' the raw data to fit the official story.

Unfortunately, the editors  of the journal Nature Climate Change just made one of the ugliest decisions ever with the publication of the Bain et al letter.  One wonders though, if this were a study about… say, attitudes about racism, would the Nature Publishing Group allow things like the “n-word” in the graph and text? I think not.

&lt;br/&gt;NERC (the North American Electric Reliability Corporation) must have thought it was taking a step up when a 2005 law made the non-profit group an official advisor to Congress, but that law also brought them under the oversight of FERC (the Federal Energy Regulatory Commission) which just spent months of rummaging through every desk looking for rule violations they could use to embroil NERC in legal difficulties. 
&lt;br/&gt;
&lt;br/&gt;It seems that the President’s drive to shut down the coal-fired half of the grid could pose some risk to grid reliability—who’d a thunk it?—so Obama is trying to shoot the messenger. When no violations were found, FERC decided to “audit” NERC’s mission itself, resulting in a finding that this business of “periodic reliability assessments” is all a bit much and “should be revisited.”

&lt;br/&gt;"Scientists are massively out-funded and outmanned in this battle, and will lose if leading scientific institutions and organizations remain on the sidelines. I will discuss this dilemma, drawing upon my own experiences in the public arena of climate change."

&lt;br/&gt;Next time you get challenged on how much money is involved and whose side gets it, point out Mann is delusional by showing them this from 2009, Climate Money, a study by Joanne Nova revealing that the federal Government has a near-monopoly on climate science funding.

&lt;br/&gt;Informed and inspired by a loose but growing national coalition of groups opposed to more giveaways with no scientifically proven net benefits, thousands of citizens called their senators and representatives – and rounded up enough Nay votes to run four different bills aground. For once, democracy worked.

&lt;br/&gt;A shocked American Wind Energy Association and its allies began even more aggressive recruiting of well-connected Democrat and Republican political operatives and cosponsors – and introducing more proposals like HR 3307 to extend the Production Tax Credit (PTC). Parallel efforts were launched in state legislatures, to maintain mandates, subsidies, feed-in tariffs, renewable energy credits, and other “temporary” ratepayer and taxpayer obligations.

&lt;br/&gt;A diverse group of academic research scientists from across the U.S. have written a policy paper which has been published in the journal Science, suggesting that the time has come for all science journals to begin requiring computer source code be made available as a condition of publication. Currently, they say, only three of the top twenty journals do so.
&lt;br/&gt;
&lt;br/&gt;The group argues that because computer programs are now an integral part of research in almost every scientific field, it has become critical that researchers provide the source code for custom written applications in order for work to be peer reviewed or duplicated by other researchers attempting to verify results.
&lt;br/&gt;
&lt;br/&gt;Not providing source code, they say, is now akin to withholding parts of the procedural process, which results in a “black box” approach to science, which is of course, not tolerated in virtually every other area of research in which results are published. It’s difficult to imagine any other realm of scientific research getting such a pass and the fact that code is not published in an open source forum detracts from the credibility of any study upon which it is based. Articles based on computer simulations, for example, such as many of those written about astrophysics or environmental predictions, tend to become meaningless when they are offered without also offering the source code of the simulations on which they are based.

&lt;br/&gt;1. What is Fakegate?
&lt;br/&gt;
&lt;br/&gt;On February 14, 2012, an environmental activist named Peter Gleick sent to liberal activists and sympathetic journalists several documents he stole from The Heartland Institute, along with a fake memo he claimed was also from Heartland. On February 20, Gleick confessed to stealing the documents but claimed to have received the fake memo “in the mail” from an anonymous source.
&lt;br/&gt;
&lt;br/&gt;The fake memo, titled “January 2012 Confidential Memo: 2012 Heartland Climate Strategy,” is a mixture of text copied and pasted from the stolen documents and original commentary by the forger. By distorting and misrepresenting the plans set forth in the stolen documents, the fake memo paints a false and disturbing picture of Heartland’s motives and tactics.

&lt;br/&gt;Gleick, co-founder of the Pacific Institute, has publicly confessed to wire fraud. The difference between garden-variety identity thieves and Gleick is that the former seek to line their own pockets, whereas Gleick's motive was malice. 
&lt;br/&gt;
&lt;br/&gt;Warmies have had mixed responses to Fakegate. Some are now distancing themselves, by referring to Gleick simply as a water expert, which is truthful, rather than as an environmental activist. The truly hard-core Warmies are circling the wagons. 
&lt;br/&gt;
&lt;br/&gt;If Heartland's attorneys are one-pointed on the civil aspect of the case, and postpone the criminal part, it'll be too late for Barky to issue a pardon. President Romney will be more likely to let the criminal justice system take its course.&lt;/div&gt;

Alarmist scientist Peter Gleick has admitted that the latter two were one and the same person – himself. I suspect we will soon learn the identity of the forger, as well.

&lt;br/&gt;With the weight of damning evidence closing in on him, Gleick has admitted in his Huffington Post blog that he was the alleged “Heartland Insider” who committed fraud and identity theft, lying and stealing his way into possession of Heartland Institute internal personnel documents and then sending those private documents to global warming activist groups and left-leaning media. Gleick sent to the press an additional document, a fake “2012 Climate Strategy,” that he claims he did not write.

&lt;br/&gt;In 2012, three years into President Barack Obama's first term, green activists are asking, "What went wrong?" Where are all the new laws and regulations regulating energy use and the natural resource production? Where are the public-private partnerships signalling a new era of enironmentalist problem-solving? Where's Al Gore? Shouldn't he be lurking over President Obama's shoulder, smiling, as the President signs yet another green jobs bill into law?
&lt;br/&gt;
&lt;br/&gt;The question is a good one but one not easily answered. In the decades since the birth of the environmental movement, something's clearly gone wrong. Other movements pushing for political and social change have altered the national discussion and elected candidates at every level of government.
&lt;br/&gt;
&lt;br/&gt;Look at the Tea Party. Born only in 2009, it's pushed back against the agenda of Barack Obama and congressional Democrats, forcing Congress to heel and almost sending the federal government into default.
&lt;br/&gt;
&lt;br/&gt;But the environmental movement seems dead in the water.

&lt;br/&gt;FRESNO — A federal judge moved today to block California from enforcing its first-in-the-nation mandate for cleaner, low-carbon fuels, saying the rules favor biofuels produced in the state.

&lt;br/&gt;The lawsuit challenging the state regulations, which were adopted as part of the state's landmark 2006 global warming law, was filed in federal court last year by a coalition including the National Petrochemical &amp;amp; Refiners Association and the Consumer Energy Alliance.
&lt;br/&gt;
&lt;br/&gt;Fresno-based U.S. District Court Judge Lawrence O'Neill's written ruling Thursday said the low-carbon fuel rules violated the U.S. Constitution's commerce clause by discriminating against crude oil and biofuels producers located outside California.

&lt;br/&gt;Adding weight to the warning, an industry insider told the Financial Times that the Chinese government was seriously considering measures to hit back at the EU if it insists on charging international airlines for their carbon emissions.
&lt;br/&gt;
&lt;br/&gt;In a case initiated by US airlines, the European Court of Justice ruled on Wednesday that the EU’s carbon emissions trading scheme did not infringe on the sovereignty of other nations, and that it was compatible with international law. The change is set to go into effect from January 1.

&lt;br/&gt;The university’s home force, Norfolk Police led the operation, assisted by officers from the Metropolitan Police and West Yorkshire on Wednesday.
&lt;br/&gt;
&lt;br/&gt;Mr Tattersall, a prominent sceptic about man made climate change, said was happy to co-operate with police.
&lt;br/&gt;
&lt;br/&gt;It comes after his and other blogs were sent a link to a file containing thousands of emails to and from climate scientists at UEA.
&lt;br/&gt;
&lt;br/&gt;Two years ago a similar leak, which called into question scientific findings on global warming, caused an international sensation and overshadowed the Copenhagen climate summit.

In the press release announcing her reappointment to the National Academy of Sciences, they mention that she is focused on the environmental effects of mining and petroleum extraction and production, and, more recently, on the effects of climate change on water quality.
&lt;br/&gt;
&lt;br/&gt;Maest is in high demand as an expert for those looking to stop oil and mineral exploration. She’s also heavily used by the federal government, even though new details about her past work are coming to light as a result of a lawsuit. From The New York Times:

&lt;br/&gt;An environmental consulting firm named as a defendant in a racketeering suit filed by Chevron Corp. over a landmark pollution lawsuit in Ecuador is continuing to work on another blockbuster case: the Deepwater Horizon oil spill investigation.
&lt;br/&gt;
&lt;br/&gt;Boulder, Colo.-based Stratus Consulting, a long-term contractor with the National Oceanic and Atmospheric Administration and other federal agencies, is gathering and analyzing data concerning the Gulf of Mexico spill.
&lt;br/&gt;
&lt;br/&gt;Chevron is suing those behind the Ecuadorian case including: the lead attorney Steven Donziger; Stratus Consulting; and Maest. As part of their lawsuit, Chevron obtained through discovery, outtakes from a documentary film called “Crude” that show Donziger and Maest colluding to ignore their own scientific findings and make up some new unsubstantiated claims.

Its catchy title is “Ad Hoc Working Group on Long-Term Cooperative Action Under the Convention — Update of the amalgamation of draft texts in preparation of [one imagines they mean 'for'] a comprehensive and balanced outcome to be presented to the Conference of the Parties for adoption at its seventeenth session: note by the Chair.” In plain English, these are the conclusions the bureaucracy wants.

&lt;br/&gt;A blockbuster Chinese study of Tibetan tree rings by Lui et al 2011 shows, with detail, that the modern era is a dog-standard normal climate when compared to the last 2,500 years. The temperature, the rate of change — it’s all been seen before. Nothing about the current period is “abnormal”, indeed the current warming period in Tibet can be produced through calculation of cycles. Lui et al do a Fourier analysis on the underlying cycles and do brave predictions as well.
&lt;br/&gt;
&lt;br/&gt;In Tibet, it was about the same temperature on at least four occasions — back in late Roman times (those chariots!), then again in the dark ages (blame the collapse of industry), then in the middle ages (the Vikings?), then in modern times (blame the rise of industry).

&lt;br/&gt;Larry's comment. As I've pointed out before, tree rings are not the world's best thermometers, for a variety of reasons. That said, this appears to be the best study so far on tree rings and climate. You can even back-cast with it. To the best of my knowledge, there's been no cherry-picking of climate history periods, in order to support a foregone politically correct conclusion.  This goes a long way back in time. And unlike Michael Mann's 'study', there's no data fabrication, no bogus 'hockey stick' graphs, and no Denialism with respect to the Medieval Warm Period. &lt;/div&gt;

&lt;br/&gt;Roger, you are the head of what is perhaps the most prestigious atmospheric science laboratory on the planet, and, as such, I presume that you will always go the extra mile to protect the reputation of the National Center for Atmospheric Research (NCAR) and its related University Corporation for Atmospheric Research (UCAR).
&lt;br/&gt;
&lt;br/&gt;I’m sure you have seen and discussed with your staff many of the “Climategate” emails released first in November, 2009, and then more recently, earlier this month.
&lt;br/&gt;
&lt;br/&gt;Everyone agrees that the tone and content of many of them is a bit shrill and occasionally intolerant (kind of like University faculty meetings), but there is one repeating thread, by one of your most prestigious employees, Dr. Tom Wigley, that is far beyond the pale of most academic backbiting.
&lt;br/&gt;
&lt;br/&gt;The revoking of my doctorate, the clear objective of Tom’s email, is the professional equivalent of the death penalty. I think it needs to be brought to your attention, because the basic premise underlying his machinations is patently and completely false. Dr Wigley is known as a careful scientist, but he certainly was careless here.

One thing that did catch my eye was the phrase "help the cause," which came up more than once. Imagine, therefore, writing a “Special Report” on managing the risks of extreme weather and climatic events but being virtually silent on whether deaths from such events had increased or decreased over the recent past. Who knows, but that information might even be useful in helping identify factors that could help manage those risks in the future. Yet, the Summary for Policy Makers (SPM) of the IPCC’s Special Report on extreme weather and climate events (SREX) does precisely that.

&lt;br/&gt;This week Nature Magazine published an editorial suggesting that “access to personal correspondence is a freedom too far” and that Michael Mann, whom they favorably compare to Galileo, should have his emails, written and received while he was a young professor at the University of Virginia, protected from public release on the core basis that to do otherwise would “chill” the work of scientists and academics.  I note Galileo was forced to keep his work private.  Had he the opportunity, he would have published it far and wide.  Mann is quite the opposite.  He wants to keep secrets and let no one know what he did and how he did it.
&lt;br/&gt;
&lt;br/&gt;Nature, unfamiliar with the facts, law and both academic and university policy as applies in this case, conflates too many issues and misunderstands the transparency questions we raise.

      <title>Don't Stop Doubting</title>

&lt;br/&gt;Climate: Just a few weeks ago, a formerly skeptical scientist made news when he changed his mind about global warming. If he looked at the new data a meteorologist has pulled up, he'd change it back again.
&lt;br/&gt;
&lt;br/&gt;Richard Muller, a physics professor at the University of California, said that data from his Berkeley Earth Surface Temperatures (BEST) project convinced him that "global warming is real." "We see no evidence," he said Oct. 21, that global warming has "slowed down."
&lt;br/&gt;
&lt;br/&gt;The alarmists, of course, leveraged Muller's statements to suit their agenda.
&lt;br/&gt;
&lt;br/&gt;But Muller's is not the "consensus" position of the team. Judith Curry, a Georgia Tech climate researcher with more than 30 years experience who was also part of the BEST project, has said "there is no scientific basis for saying that warming hasn't stopped." She looked at the same data Muller did and noted it shows global temperatures haven't increased since the late 1990s.
&lt;br/&gt;
&lt;br/&gt;Now comes meteorologist Anthony Watts armed with data showing the continental U.S. has not warmed in the last 10 years, and in fact has grown cooler in the summer and colder in the winter. The numbers aren't a collection of weather forecasts from Watts, who runs the website "Watts Up With That," but data from the National Climatic Data Center.

&lt;br/&gt;On the same day that Nature published yet another editorial repudiating public examination of the conduct of academic institutions, Penn State President Graham Spanier was fired from his $813,000/year job for failing to ensure that a proper investigation was carried out in respect to pedophilia allegations in Penn State’s hugely profitable football program. The story is receiving massive coverage in North America because the iconic Penn State football coach, Joe Paterno, was also fired today.
&lt;br/&gt;
&lt;br/&gt;CA readers are aware of Spanier’s failure to ensure proper investigation of Climategate emails and his untrue puffs about the ineffective Penn State Inquiry Committee, reported at CA here and by the the Penn State Collegian as follows:
&lt;br/&gt;
&lt;br/&gt;Graham Spanier addressed the inquiry and the panel’s work during the Board of Trustees meeting on Jan. 22. Penn State President Spanier is quoted as saying:
&lt;br/&gt;
&lt;br/&gt;“I know they’ve taken the time and spent hundreds of hours studying documents and interviewing people and looking at issues from all sides,” Spanier said.
&lt;br/&gt;
&lt;br/&gt;Spanier’s claims were totally untrue. Not only did the Inquiry Committee fail to “look at issues from all sides”, they didn’t even interview or take evidence from critics – as they were required to do under the applicable Penn State policy. As I reported at CA at the time:

&lt;br/&gt;
&lt;br/&gt;The passage of the carbon tax bills today is no reason for celebration. It is a step back towards the dark ages.
&lt;br/&gt;
&lt;br/&gt;Just a few generations ago, humans lived in a “green” world. There was no coal, oil or gas providing light, heat, transport and traction power.
&lt;br/&gt;
&lt;br/&gt;In this green utopia, wood provided heat for cooking fires and forests were felled for charcoal for primitive metallurgy; farmers used wooden ploughs and harvested grain with sickles and flails; the nights were lit using candles and whale oil; rich people used wind and water power to grind cereals; horses and bullocks moved coaches, wagons and troops; there was no refrigeration and salt was the only preservative for meat.
&lt;br/&gt;
&lt;br/&gt;Towns were tiny as the whole family was needed to work the farm. For most people, the daylight hours were filled with heavy labour to produce, preserve and transport food. There was no surplus to support opera, bureaucracy or academia.
&lt;br/&gt;
&lt;br/&gt;Humanity was relieved from this life of unrelenting toil by carbon energy – steam engines and electricity, machines, tractors, cars, ships and planes. Prosperity and longevity soared.
&lt;br/&gt;
&lt;br/&gt;Today the pagan green religion celebrates the first step in their long campaign to destroy industrial society and reduce population.
&lt;br/&gt;
&lt;br/&gt;They should be careful what they wish for.
&lt;br/&gt;
&lt;br/&gt;For example, just a few more bitter winters in Britain will see their wind powered lights going out.
&lt;br/&gt;
&lt;br/&gt;A British observer once said of the Whitlam government: “Any fool can bugger up Britain, but it takes real genius to bugger up Australia” “.
&lt;br/&gt;
&lt;br/&gt;Parliament today showed the sort of genius needed to dim the lights in the lucky country.

&lt;br/&gt;WASHINGTON, Nov. 8, 2011 /PRNewswire via COMTEX/ -- In the run-up to the international climate negotiations in Durban later this month, China has responded to efforts to ban the trading of widely discredited HFC-23 offsets by threatening to release huge amounts of the potent industrial chemical into the atmosphere unless other nations pay what amounts to a climate ransom.

&lt;br/&gt;China's threat comes after the European Union and other nations moved to ban HFC-23 credits from internal carbon markets in recognition of the perverse incentives created by these credits under the UN Clean Development Mechanism (CDM). The vast amounts paid for HFC-23 offsets have led factories in China and elsewhere to manufacture far more HCFC-22 and its HFC-23 by-product than necessary, just to maximize the amounts paid to destroy HFC-23 through the UN-backed carbon trading scheme.

&lt;br/&gt;Cut in solar subsidies represents a victory for George Osborne in his battle with Chris Huhne over subsidies for renewable energy, and the Department for Energy and Climate Change’s self-defeating devotion to green taxes

&lt;br/&gt;The peremptory cut in subsidies for solar energy announced by the Government this week has stunned an industry that employs 25,000 people and that now faces ruin. The so-called feed-in tariff – which pays owners of solar panels for electricity they generate for the National Grid – will be halved after December 12. An estimated 4,000 companies that were encouraged to become involved in the sector by successive governments’ enthusiasm for renewable energy say that the move will force them into bankruptcy. This is hardly what the country needs as it looks for signs of economic growth.
&lt;br/&gt;
&lt;br/&gt;We can understand these firms’ dismay – yet even if the decision has been clumsily handled, it was still the correct one to make. The way that the subsidy system was set up by Ed Miliband when he was energy secretary encouraged an investment bubble in solar technology. This came largely at the expense of the ordinary energy consumer, required to foot the bill via higher bills. Both politically and financially, falling installation costs have been making the generous returns available on solar investments unsustainable – indeed, solar subsidies have been falling steadily across Europe, so the decision should not have come as a total surprise to the industry.
&lt;br/&gt;
&lt;br/&gt;Politically, this move represents a victory for George Osborne in his battle with Chris Huhne over subsidies for renewable energy, and the Department for Energy and Climate Change’s self-defeating devotion to green taxes. As the Chancellor said recently: “We’re not going to save the planet by putting our country out of business.” The solar debacle has demonstrated – to the chagrin of investors – that it is unwise to rely on renewable technologies underpinned by public subsidy, especially in a time of austerity. Perhaps Mr Osborne’s next target should be onshore wind farms.

&lt;br/&gt;People send me things. Today it is a curious graph of the number of supernovae (dying stars) discovered versus the HadCRUT temperature data since 1960. There’s a good correlation. So at first glance you might conclude two things, 1) GCR’s, which are known to be the result of supernovae thanks to data gathered by the Chandra Space Telescope, are indeed influencing Earth’s temperature or 2) Earth’s AGW is killing stars, and aliens are correct to be concerned about Earth and may need to wipe us out to protect the Universe.

&lt;br/&gt;
&lt;br/&gt;The debate over global warming has intensified in recent weeks after a new NASA study was interpreted by skeptics to reveal that global warming is not man-made. While a majority of Americans nationwide continue to acknowledge significant disagreement about global warming in the scientific community, most go even further to say some scientists falsify data to support their own beliefs.
&lt;br/&gt;
&lt;br/&gt;The latest Rasmussen Reports national telephone survey of American Adults shows that 69% say it’s at least somewhat likely that some scientists have falsified research data in order to support their own theories and beliefs, including 40% who say this is Very Likely. Twenty-two percent (22%) don’t think it’s likely some scientists have falsified global warming data, including just six percent (6%) say it’s Not At All Likely. Another 10% are undecided.

&lt;br/&gt;German solar skeptic website SOLARKRITIK.DE here provides the background on the rundown, weed-covered solar facility in former communist (and now “green”) East Germany, which I presented in my last post here. 
&lt;br/&gt;
&lt;br/&gt;It’s much worse than we thought. The story behind the above photo and the project itself appears here at the online Leipziger Volkszeitung newspaper. The facility is sprawled over an area of 20 acres. The Leipziger Volkszeitung newspaper wrote just before the facility went into operation:
&lt;br/&gt;
&lt;br/&gt;‘The park is finally realized,’ beams mayor Carina Radon (CDU) nowadays, and praised the 7.5 million Euro investment. 36,300 modules will be installed in the weeks ahead. It will generate an annual amount of 2.7 million kilowatt-hours. The facility will produce a peak amount of 2722 kilowatts. 
&lt;br/&gt;
&lt;br/&gt;Wow! With that kind of performance, you’d think the facility would be well-maintained so that it could continue to generate cash – and so save the planet. Letting such investments go to hell is usually the last thing one does with a money making machine like that.

&lt;br/&gt;Biofuel policies push more people into poverty as food prices rise and the poor are forced to spend more of their income on food. In a study  published in  Journal of American Physicians and Surgeons, Indur Goklany calculated the additional mortality burden of biofuels policies and found that nearly 200,000 people died in 2010 alone, because of efforts to use biofuels to reduce CO2 emissions.

      <description>&lt;div&gt;Yesterday, IPCC chairman Pachauri told Oliver Morton of The Economist at an IPCC event in Brussels that conflict of interest policies would not not apply to AR5 authors. IPCC thereby sabotaged recommendations from the Interacademy Council and announced its plans to evade the conflict of interest policies passed at the 33rd IPCC plenary only a month ago.
