Outdoors is good -- anyplace that doesn't require a rental fee -- if you're guests are hardy types, there are gorgous campgrounds all over the country, some have very low camping fees which your guests can pay easily.

For food, decor, flowers, etc., enlist friends and ask their contributions in lieu of a wedding present. A simple tray of fruit and cheese or sandwiches costs little time and money to prepare, perhaps a friend has a flower garden in bloom, and if you know a crafty person, they can help with favors or other decoration.

People who love you will be more than happy to contribute -- my experience was that they were honored to be asked to be a part of the event. The more the merrier -- and then if one person flakes out, there will still be plenty to ensure a lovely event.
