To get cotton candy in S.C. that is not pre-packaged, all one needs to do is walk down the warf (pier next to boardwalk) and go to the candy shop, Marinis and ask for it. There is another candy shop (also a Marinis) walking distance from the boardwalk on Pacific Ave (just before the El Palomar building). They are small but they even have buy one, get one free from time to time (only during the week). I hope that helps.
