And given the wide swath of GOP red in inland California, that could give the Republican nominee as many electoral votes here as could be won in Ohio."

In Article II, Section 1, the Constitution declares that electors shall be appointed by states "in such manner as the Legislature thereof may direct." That's legislature. California's could scrap its current winner-take-all approach and adopt a district-by-district system for allocating electors (as only Maine and Nebraska currently do). But the voters—whom the initiative supporters have turned to because they don't have the support of the Democratic-controlled legislature—cannot do this on their own."

      <description>&lt;div&gt;warning: I am not a neutral on this issue, I am against Initiative 07-0032... 
&lt;br/&gt;
&lt;br/&gt;While I feel that we are certainly in need of Election Reform, Electoral College 
&lt;br/&gt;Reform or Abolishment ( 1 person, 1 vote, an actual Democracy...), as well as Campaign Reform in general... 
&lt;br/&gt;
&lt;br/&gt;This Electoral Initiative calling for "Political Parity" is motivated by certain GOP extremists 
&lt;br/&gt;wanting to maintain their powerhold ie: "Business as usual" and not by any altruism or want of fairness. 
&lt;br/&gt;
&lt;br/&gt;This initiative may sound good on the surface, but the only way that it would be fair, or a better representation of American voters is to split the electoral votes in ALL states, at the same time. And, the actual CONSTITUTIONAL way to change how the electoral votes are distributed is through the legislation. The GOP is trying to circumvent CA legislature.
&lt;br/&gt;
&lt;br/&gt;To me this sounds more like Political Parody...
