So, as the hero is being seduced by the gorgeous villianous, the women on the side of the room are laughing at the fact that he just got his wallet stolen.

That's a good question. I think its to show off their physique and reduce air friction. It also makes it harder for the evil guys to catch you. Think greased pig, lol. Can you imagine a superhero running around in the baggy pants they wear today? Way too easy.
