I have been seeing 'FAIR GO KEV' on C31 for a while.. dont watch much TV and finally got around to looking it up today...

"We need digital now.
To ensure long-term survival, C31 must be given the opportunity to simulcast now. C31 does not receive any government funding and generates 80% of revenue through sponsorship marketing. To maintain this self-sufficient position, it is vital to maintain healthy audience numbers.

The government is running a $140 million campaign encouraging people to make the switch to digital. If successful, this will significantly reduce C31's audience numbers and undermine the station's ability to generate revenue.

I had suspected it would be something like this...

It would be a great pity to see C31 go, or even just its growth slow.. it is a great piece of diversity in a media which is either Government or Corporate controlled.
