&lt;br/&gt;What's up with this story about the surge in Iraq working as McCain and Republicans love to claim - yet it appears the only reason it is working is because the US is paying them loads of money to stop killing US troops?!?! So they're bribing them with US tax payer money?

&lt;br/&gt;What happens when the US runs out of money due to the many other crisis right here within the US?

&lt;br/&gt;"NEW YORK (AP) _ A McDonald's Corp. franchisee will pay a $1 million fine after pleading guilty in Las Vegas federal court to felony immigration offenses for giving false Social Security numbers to illegal aliens.
&lt;br/&gt;
&lt;br/&gt;The charges follow an investigation by Immigration and Customs Enforcement officers, who have said management of Mack Associates Inc. knowingly hired illegal alien workers in Reno, Nev.-area McDonald's restaurants, supplying them with false identification.
&lt;br/&gt;
&lt;br/&gt;The Justice Department released details of the plea agreement late Wednesday.
&lt;br/&gt;
&lt;br/&gt;In U.S. District Court in Las Vegas, attorneys for Mack Associates filed guilty pleas to one count of conspiracy to encourage and induce an alien's unlawful residence in the U.S. and one count of aiding and abetting an alien to remain in the U.S., which are felony offenses.
&lt;br/&gt;
&lt;br/&gt;According to the plea agreement, Mack Associates management hired people known to reside in the U.S. illegally, and gave them names and Social Security numbers belonging to other individuals.
&lt;br/&gt;
&lt;br/&gt;In addition to the fine, the government and Mack Associates agreed that the company be placed on probation during the period the fine is outstanding.
&lt;br/&gt;
&lt;br/&gt;Joe Gillespie, director of operations for Mack Associates, and the franchisee's former vice president, Jimmy Moore, pleaded guilty to aiding and abetting an alien to remain in the U.S. Both men face a maximum penalty of no more than five years in prison and a $250,000 fine.
&lt;br/&gt;
&lt;br/&gt;In September, agents encountered 58 people working illegally at 11 McDonald's restaurants owned by Mack Associates near Reno, Nev., and were arrested. About 30 of these workers have been returned to their native countries. The remaining workers were provided with documentation to stay in the U.S., pending an outcome of the criminal investigation.
&lt;br/&gt;
&lt;br/&gt;Representatives for Mack Associates and McDonald's were not immediately available to comment."

&lt;br/&gt;The Cool Earth Party is being established on the principles of revolutionary democratic socialism.  We call for an end to the dictatorial power of the wealthy through the nationalization of major industries and for the establishment of a planned economy run to meet human and environmental needs.  This socialist society must be established within the framework of full democratic freedoms and multi-party proportional democracy.       <title>Recession on its Way: What Next?</title>

      <description>&lt;div&gt;Not surprised. This cheap labor/free trade/oil-dependency binge that "U.S." corporations and citizens have been on for the longest was bound to have an effect sooner or later. 
&lt;br/&gt;
&lt;br/&gt;Unemployment has now edged up to five percent. That is still relatively low compared to other industrialized countries, but for so long we were touted as being one of the only countries to keep our unemployment rate below 5 percent. Also, the five percent does not account for localized unemployment rates that could as high as 30 percent in some neighborhoods. 
&lt;br/&gt;
&lt;br/&gt;My primary concern is our safety net, and what the Bush administration has done to unravel it. Now that the economy is weakening, I fear that many of us will be left with no or little savings, which for many, is a buffer in case of layoffs or underemployment (though that's mostly the fault of the individuals, but the feds and banks are to blame too for not doing more to incentivize our savings programs), ridiculous unemployment benefits, skyrocketing healthcare costs and the list goes on. 
&lt;br/&gt;
&lt;br/&gt;We really do need a new way because this recession, I feel, is the beginning of the end. &lt;/div&gt;

      <title>NAIP organizing meetings in California</title>

      <description>&lt;div&gt;The NAIP will be holding meetings at various locations in California in the coming weeks and months. We will be selecting committee members and making a few important decisions in regards to mapping out the best path to get our party qualified in California. Also, we will be discussing getting our candidates on the ballot and putting more coordinators in place.
&lt;br/&gt;
&lt;br/&gt;For those that are interested in attending, please identify yourself and list the best times for you to meet (i.e. weekends, weekday evenings), and the best locations for you. How far can you travel to a meeting? Most of our website signups have been clustered around the Riverside area and the Los Angeles area. So, please state if you can attend a meeting in either or both of these areas. If you cannot attend a meeting in either of these areas, please list the towns that you would be willing to travel to.

      <title>Federal Judge rules against Hazleton, PA; protests to follow</title>

      <description>&lt;div&gt;A federal judge today ruled against Hazleton, Pa. ordinances that would fine landlords for renting to illegals. The Hazleton ordinance would have also fined employers who hired illegals. The ACLU, with their powerful lawyers paid for by the U.S. Chamber of Commerce, the Catholic Church and several dozen ethnocentric interest groups were expected to win the case. The Hazleton, PA, legal team was easily outgunned. 
&lt;br/&gt;
&lt;br/&gt;The decision will be immediately appealed to the U.S. Federal Court in Philadelphia, PA. 
&lt;br/&gt;
&lt;br/&gt;As soon as details are known we will be holding protests outside the courthouse in support of Hazleton's right to defend itself. As soon as our protest details are known, I will post them. 
&lt;br/&gt;
&lt;br/&gt;We cannot give up the fight. We must continue to defend American workers against the pro-illegal corporate interests. &lt;/div&gt;

      <title>Rally for Hazleton!!</title>

&lt;br/&gt;
&lt;br/&gt;Please join us as we rally in support of Hazleton, Pennsylvania's Illegal Immigration Relief ACT. The Illegal Immigration Relief Act would impose fines on landlords who rent to illegal immigrants and deny business permits to companies that employ them. An additional companion measure requires tenants to register with City Hall. 
&lt;br/&gt; 
&lt;br/&gt;We support Hazleton's right to defend herself against the massive flood of illegal immigrants entering the region. The inaction by the U.S. Federal government has forced many local cities and towns across the nation to take similar action. However, if we (Hazleton) lose this decision it could create a ripple effect across the nation by creating a legal precedent. That is why this case has gotten so much national attention and is being watched so closely by those on both sides of the issue.

&lt;br/&gt;The Democratic and Republican parties remain spineless on the issue of illegal immigration. We must defend the rights of our local communities to repeal this invasion.

&lt;br/&gt;Large numbers of opposition protestors have already gathered in Scranton. Many of them are arriving in buses coming from New York City, Philadelphia, Boston and other parts of the country.

&lt;br/&gt;Immigration officials have said for years that it is critical to update an antiquated, paper-based application process before the government grants a new path to citizenship for as many as 12 million illegal immigrants living in the United States or creates a temporary-worker program, as senators and the Bush administration propose.

&lt;br/&gt;but in recent months, U.S. Citizenship and Immigration Services (USCIS) officials have determined that the troubled, $2-billion-a-year agency is unable to effectively manage its existing work, much less a flood of new applications.
&lt;br/&gt;
&lt;br/&gt;A report released Dec. 20 by Homeland Security Inspector General Richard L. Skinner cited a long list of setbacks and concurred with internal USCIS reviews that the bureau "lacks the processing capacity, systems integration and project management resources needed to manage a potential increase in workloads."
&lt;br/&gt;
&lt;br/&gt;A project to replace the nationwide computer network has been halted because the agency lacks $72 million to complete it. A staff reorganization was frozen because of deficiencies "that hinder day-to-day IT operations," according to the report.
&lt;br/&gt;
&lt;br/&gt;USCIS is in the midst of its third major modernization effort in three years, leaving some employees confused over whether such efforts were completed or were ever begun, the report said.
&lt;br/&gt;
&lt;br/&gt;Many legal immigrants already face years-long waits when they apply for green cards, often a first step toward obtaining citizenship.Another 100,000 names submitted to the FBI for background checks have been on hold for a year or more. Congressional auditors recently reported that 14 immigration offices had lost track of 111,000 files as of July.
&lt;br/&gt;
&lt;br/&gt;The inspector's report noted that the agency shelved pilot programs to streamline one type of business-sponsored visa application in October and electronic processing of immigration benefits in March because of cost, timing and contracting challenges. "USCIS may be losing momentum and user confidence," the report said.
&lt;br/&gt;
&lt;br/&gt;USCIS spokesman Chris Bentley said the agency had no comment beyond a written response to the report by Deputy Director Jonathan Scharfen.
&lt;br/&gt;
&lt;br/&gt;"We acknowledge that we still have a great deal to do," Scharfen wrote, adding that re-engineering USCIS processes "remains a high priority." He noted that the agency has drafted new strategic and acquisition plans and hired a contractor to help.
&lt;br/&gt;
&lt;br/&gt;The agency announced in September that it had cut its backlog of applications by 70 percent after a five-year, $560 million effort provided more personnel. In August, USCIS awarded a five-year, $150 million contract to convert 55 million files into electronic form.
&lt;br/&gt;
&lt;br/&gt;Private analysts said that the report revealed a broken immigration system and that by funding USCIS through user fees, Congress hobbles its ability to pay upfront for expansions or upgrades.
&lt;br/&gt;
&lt;br/&gt;"Congress needs to step up and provide the funding to ensure that USCIS is able to build a functioning infrastructure, regardless of the fate of immigration reform," said Crystal Williams, deputy director of programs for the American Immigration Lawyers Association.
&lt;br/&gt;
&lt;br/&gt;Congress withheld $47 million from USCIS this year pending approval of a final technology overhaul plan by Homeland Security Secretary Michael Chertoff and Congress's audit arm, the Government Accountability Office. A USCIS contractor reported the plan would cost $400 million to $1.4 billion, depending on what the agency decides it needs.

&lt;br/&gt;*Israel is the largest recipient of US foreign aid, receiving over one-third of total US aid despite being home to just .001% of the global population and having one of the highest per capita incomes in the world.

&lt;br/&gt;*Since 1949 the US has given Israel a total of $84,854,827,200. The interest costs born by US taxpayers on behalf of Israel are $49,937,000,000 - making the total amount of aid given to Israel since 1949 more than $134 billion.

&lt;br/&gt;*The total cost of this financial aid to US tax payers per Israeli is $23,240.

      <title>Pentagon sets its sights on social networking websites</title>

&lt;br/&gt;"I AM continually shocked and appalled at the details people voluntarily post online about themselves." So says Jon Callas, chief security officer at PGP, a Silicon Valley-based maker of encryption software. He is far from alone in noticing that fast-growing social networking websites such as MySpace and Friendster are a snoop's dream.
&lt;br/&gt;
&lt;br/&gt;New Scientist has discovered that Pentagon's National Security Agency, which specialises in eavesdropping and code-breaking, is funding research into the mass harvesting of the information that people post about themselves on social networks. And it could harness advances in internet technology - specifically the forthcoming "semantic web" championed by the web standards organisation W3C - to combine data from social networking websites with details such as banking, retail and property records, allowing the NSA to build extensive, all-embracing personal profiles of individuals.
&lt;br/&gt;
&lt;br/&gt;Americans are still reeling from last month's revelations that the NSA has been logging phone calls since the terrorist attacks of 11 September 2001. The Congressional Research Service, which advises the US legislature, says phone companies that surrendered call records may have acted illegally. However, the White House insists that the terrorist threat makes existing wire-tapping legislation out of date and is urging Congress not to investigate the NSA's action.
&lt;br/&gt;
&lt;br/&gt;Meanwhile, the NSA is pursuing its plans to tap the web, since phone logs have limited scope. They can only be used to build a very basic picture of someone's contact network, a process sometimes called "connecting the dots". Clusters of people in highly connected groups become apparent, as do people with few connections who appear to be the intermediaries between such groups. The idea is to see by how many links or "degrees" separate people from, say, a member of a blacklisted organisation.
&lt;br/&gt;
&lt;br/&gt;By adding online social networking data to its phone analyses, the NSA could connect people at deeper levels, through shared activities, such as taking flying lessons. Typically, online social networking sites ask members to enter details of their immediate and extended circles of friends, whose blogs they might follow. People often list other facets of their personality including political, sexual, entertainment, media and sporting preferences too. Some go much further, and a few have lost their jobs by publicly describing drinking and drug-taking exploits. Young people have even been barred from the orthodox religious colleges that they are enrolled in for revealing online that they are gay.
&lt;br/&gt;
&lt;br/&gt;"You should always assume anything you write online is stapled to your resumé. People don't realise you get Googled just to get a job interview these days," says Callas.
&lt;br/&gt;
&lt;br/&gt;Other data the NSA could combine with social networking details includes information on purchases, where we go (available from cellphone records, which cite the base station a call came from) and what major financial transactions we make, such as buying a house.
&lt;br/&gt;
&lt;br/&gt;"You should always assume anything you write online is stapled to your resumé"Right now this is difficult to do because today's web is stuffed with data in incompatible formats. Enter the semantic web, which aims to iron out these incompatibilities over the next few years via a common data structure called the Resource Description Framework (RDF). W3C hopes that one day every website will use RDF to give each type of data a unique, predefined, unambiguous tag.
&lt;br/&gt;
&lt;br/&gt;"RDF turns the web into a kind of universal spreadsheet that is readable by computers as well as people," says David de Roure at the University of Southampton in the UK, who is an adviser to W3C. "It means that you will be able to ask a website questions you couldn't ask before, or perform calculations on the data it contains." In a health record, for instance, a heart attack will have the same semantic tag as its more technical description, a myocardial infarction. Previously, they would have looked like separate medical conditions. Each piece of numerical data, such as the rate of inflation or the number of people killed on the roads, will also get a tag.
&lt;br/&gt;
&lt;br/&gt;The advantages for scientists, for instance, could be huge: they will have unprecedented access to each other's experimental datasets and will be able to perform their own analyses on them. Searching for products such as holidays will become easier as price and availability dates will have smart tags, allowing powerful searches across hundreds of sites.
&lt;br/&gt;
&lt;br/&gt;On the downside, this ease of use will also make prying into people's lives a breeze. No plan to mine social networks via the semantic web has been announced by the NSA, but its interest in the technology is evident in a funding footnote to a research paper delivered at the W3C's WWW2006 conference in Edinburgh, UK, in late May.
&lt;br/&gt;
&lt;br/&gt;That paper, entitled Semantic Analytics on Social Networks, by a research team led by Amit Sheth of the University of Georgia in Athens and Anupam Joshi of the University of Maryland in Baltimore reveals how data from online social networks and other databases can be combined to uncover facts about people. The footnote said the work was part-funded by an organisation called ARDA.
&lt;br/&gt;
&lt;br/&gt;What is ARDA? It stands for Advanced Research Development Activity. According to a report entitled Data Mining and Homeland Security, published by the Congressional Research Service in January, ARDA's role is to spend NSA money on research that can "solve some of the most critical problems facing the US intelligence community". Chief among ARDA's aims is to make sense of the massive amounts of data the NSA collects - some of its sources grow by around 4 million gigabytes a month.
&lt;br/&gt;
&lt;br/&gt;The ever-growing online social networks are part of the flood of internet information that could be mined: some of the top sites like MySpace now have more than 80 million members (see Graph).
&lt;br/&gt;
&lt;br/&gt;The research ARDA funded was designed to see if the semantic web could be easily used to connect people. The research team chose to address a subject close to their academic hearts: detecting conflicts of interest in scientific peer review. Friends cannot peer review each other's research papers, nor can people who have previously co-authored work together.
&lt;br/&gt;
&lt;br/&gt;So the team developed software that combined data from the RDF tags of online social network Friend of a Friend (www.foaf-project.org), where people simply outline who is in their circle of friends, and a semantically tagged commercial bibliographic database called DBLP, which lists the authors of computer science papers.
&lt;br/&gt;
&lt;br/&gt;Joshi says their system found conflicts between potential reviewers and authors pitching papers for an internet conference. "It certainly made relationship finding between people much easier," Joshi says. "It picked up softer [non-obvious] conflicts we would not have seen before."
&lt;br/&gt;
&lt;br/&gt;The technology will work in exactly the same way for intelligence and national security agencies and for financial dealings, such as detecting insider trading, the authors say. Linking "who knows who" with purchasing or bank records could highlight groups of terrorists, money launderers or blacklisted groups, says Sheth.
&lt;br/&gt;
&lt;br/&gt;The NSA recently changed ARDA's name to the Disruptive Technology Office. The DTO's interest in online social network analysis echoes the Pentagon's controversial post 9/11 Total Information Awareness (TIA) initiative. That programme, designed to collect, track and analyse online data trails, was suspended after a public furore over privacy in 2002. But elements of the TIA were incorporated into the Pentagon's classified programme in the September 2003 Defense Appropriations Act.
&lt;br/&gt;
&lt;br/&gt;Privacy groups worry that "automated intelligence profiling" could sully people's reputations or even lead to miscarriages of justice - especially since the data from social networking sites may often be inaccurate, untrue or incomplete, De Roure warns.
&lt;br/&gt;
&lt;br/&gt;But Tim Finin, a colleague of Joshi's, thinks the spread of such technology is unstoppable. "Information is getting easier to merge, fuse and draw inferences from. There is money to be made and control to be gained in doing so. And I don't see much that will stop it," he says.
&lt;br/&gt;
&lt;br/&gt;Callas thinks people have to wise up to how much information about themselves they should divulge on public websites. It may sound obvious, he says, but being discreet is a big part of maintaining privacy. Time, perhaps, to hit the delete button.

      <title>Ozone Restoration Act and integrated systems!</title>

      <description>&lt;div&gt;There needs to be a law making hydrogen reformation from anything but water illegal as standard practices of reformation lead to oxygen depletion! As well we should initiate an Ozone Restoration Act which would allocate government funding for the restoration of our environment through the use of sub orbital stratospheric ozone/ ion emitters which would operate on solar energy and wind. As well we could construct emitters of this sort in the pole regions. Something like the HARP system in Alaska but only bigger. 
&lt;br/&gt;
&lt;br/&gt;The way an ozone emitter works is by taking 3 oxygen molecules and breaking the bonds to create 2 ozone molecules. Since the third atoms of the O3 are unstable they are forced to detach bond to other atoms in order to become stable. This bond takes place between chemical patriculats in the environment thereby neutralizing them. Also when air is negatively charged it causes the particles in the air to bond with one another increasing their mass and causing them to fall to the ground. 
&lt;br/&gt;
&lt;br/&gt;These are the principals which make the Sharper Image Ionic Breeze machines work to clean the air in homes. We use this technology in our submarines as well. We can apply these simple principles to reverse the greenhouse effect. As well we have the technology to take two atoms of CO2 to make C2 and 2 O2 molecules. There have been discussions to use this technology to terraform Mars. Why not invest in something a little more worth while. Since we will never be capable of not polluting entirely we might as well figure out ways to regulate the pollution so that it does not have catastrophic effects on our eco system. 
&lt;br/&gt;
&lt;br/&gt;An Ozone Restoration Act would pass laws which would limit and regulate the amount of gases from industrial facilities and transportation vehicles as well as provide funding for research in the development of technologies to repair the damage we have already done. If there was the financial means behind this type of movement it would not take long to go into effect. We can use our technology to get us out of this mess.  
&lt;br/&gt;
&lt;br/&gt;Alternative fuels are only part of the solution but they are a good start. The development of bio fuels from agricultural waste in conjunction with hybrid systems and more efficient engines will have a huge effect on the pollution in major metropolitan areas. From what I am aware the most reliable fuel source the is most plentiful on this planet is water. Perhaps the development of Deuterium vehicles are the best bet in conjunction with a hybrid maglev transit system. We can make cars operate on land and sea or in the sky why not make cars which can operate on magnetic rails traveling at 300 MPH. A maglev train traveling at 300 MPH uses the same amount of energy as a home air conditioning unit. This can be reduced if we run the train through a vacuum tunnel. reducing the wind resistance would increase the efficiency of maglev transport systems. Faster is better! Imagine a personal transit vehicle that could travel 1000 MPH inside a mavlev tunnel and when you arrive from LA to New York in 2.5 hours the car would convert back to the standard wheel configuration for local transit.

&lt;br/&gt;This would enable us to reduce inner city congestion by allowing people to commute from 1000 miles away to work every day. Computer control systems would prevent accidents. Simply a more reliable more efficient means of getting around. People could also have local electric vehicles to go to the store or there would be automated electric transportation system in the order of electric automated taxis and monorail systems. Total Recal meets Disney Land. The world perceived in such movies as A.I., Minority Report, I Robot, etc. is not to far off from our capabilities! We have the technology to automate everything from the manufacturing of our homes to the systems inside of them. We need to start implementing these systems to a point where we are still needed. This newly found freedom will allow us to focus on arts, science, enlightenment, etc.

&lt;br/&gt;Indian labs offer a comprehensive test menu - over 1,500 tests under one roof. A number of hospitals in the US and UK are outsourcing laboratory and diagnostic tests to India as it costs about 70 to 80 per cent less to conduct them. 
&lt;br/&gt;
&lt;br/&gt;At the moment, this is generally limited to highly-specialised tests but experts say outsourcing of laboratory testing and diagnostic services is set to become big business in India. 
&lt;br/&gt;
&lt;br/&gt;According to industry estimates, the Indian diagnostics and pathology laboratory business is around $864 million and is growing at a rate of 20 per cent annually.

      <title>FBI wants Internet records kept 2 years: source</title>

&lt;br/&gt;WASHINGTON/NEW YORK (Reuters) - The Federal Bureau of Investigation wants U.S. Internet providers to retain Web address records for up to two years to aid investigations into terrorism and pornography, a source familiar with the matter said on Thursday. 
&lt;br/&gt;
&lt;br/&gt;The request came during a May 26 meeting between U.S. Attorney General Alberto Gonzales and FBI Director Robert Mueller with top executives at companies like Google Inc., Microsoft Corp. and Time Warner Inc.'s AOL.
&lt;br/&gt;
&lt;br/&gt;"I think there is less of a willingness to passively go along with this type of request than there might have been a year ago," said the source, mentioning the recent uproar over a report that telephone companies had provided call records to the National Security Agency.
&lt;br/&gt;
&lt;br/&gt;A Justice Department spokesman confirmed the meeting but was not immediately available to comment on how long law enforcement officials wanted the records retained.
&lt;br/&gt;
&lt;br/&gt;"This meeting was an initial discussion for the Attorney General to gather information and to solicit input from Internet service provider executives on the issues associated with data retention," said spokesman Brian Roehrkasse.
&lt;br/&gt;
&lt;br/&gt;The source, who spoke on condition of anonymity, said Gonzales presented blurred images of child pornography and explained why he thought retaining data was important to those investigations. At issue was Internet protocol addresses.
&lt;br/&gt;
&lt;br/&gt;When one industry executive questioned how long the government wanted the records kept, Mueller said for two years and that the data would also be used for anti-terrorism purposes, said the source.
&lt;br/&gt;
&lt;br/&gt;The Justice Department has tangled before with Internet companies over gaining access to records, subpoenaing search data from Google to defend an online pornography law. The government cut the size of its demand and Google acquiesced.
&lt;br/&gt;
&lt;br/&gt;In that instance, Microsoft and Yahoo Inc. had turned over search information after receiving assurances that no specific customer data was involved.
&lt;br/&gt;
&lt;br/&gt;The IP address is key to unlocking what a person does online, what site they visited what terms they searched, who they e-mailed and what they downloaded, the source noted. Internet providers usually change the address data within several days to several weeks.
&lt;br/&gt;
&lt;br/&gt;Two big high-speed Internet service providers, Verizon Communications and Comcast Corp., also attended the meeting last week, the source said.
&lt;br/&gt;
&lt;br/&gt;The Justice Department spokesman said Internet companies would retain the information and the government would only gain access to the records through legal means like a subpoena. "Internet service providers would retain the information," Roehrkasse said.
&lt;br/&gt;
&lt;br/&gt;If Congress is going to be asked to pass legislation ordering Internet providers to retain data they won't be asked for content of that data but rather addresses e-mails were sent and sites they visited, Roehrkasse said.
&lt;br/&gt;
&lt;br/&gt;Recommendations are expected to be submitted to Gonzales in the next several weeks, according to another source.
&lt;br/&gt;
&lt;br/&gt;Data retention is a "complicated issue with implications not only for efforts to combat child pornography but also for security, privacy, safety, and availability of low-cost or free Internet services," said Microsoft senior security strategist Phil Reitinger.
&lt;br/&gt;
&lt;br/&gt;Google spokesman Steve Langdon said proposals by the United States and     European Union on data retention "require careful review and must balance the legitimate interests of individual users, law enforcement agencies, and Internet companies."
&lt;br/&gt;
&lt;br/&gt;The Justice Department's chief privacy officer on Thursday met with a group of officials from rights groups including the Electronic Privacy Information Center, the Center for American Progress, Cato Institute, the Center for Democracy and Technology, Roehrkasse said.
&lt;br/&gt;
&lt;br/&gt;The American Civil Liberties Union was also invited but did not attend, he said. Other Justice Department officials were meeting with victims rights groups and law enforcement groups to discuss the same issues.

      <title>IT pros fear offshoring, executives don't</title>

&lt;br/&gt;IT directors and chief information officers are the most confident their jobs will not be offshored, while the rank and file live in dread of the pink slip

&lt;br/&gt;Though no job in the enterprise is safe from being offshored nowadays, the top of the IT department feels the most secure while the rank-and-file IT workers are the most concerned about their job security.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;According to the 2006 Skills Survey, commissioned by ZDNet UK sister site Silicon.com, IT directors and chief information officers were the most confident their jobs would not be offshored. Perhaps secure in the knowledge that they will be around to orchestrate and manage any offshored IT work, two-thirds said they don't believe offshoring is a threat to their job.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Board directors and CEOs/CFOs/COOs were next in line, with half believing their jobs won't be offshored, followed closely by IT managers.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Despite the confidence of these high-fliers, some still fear for their jobs — at least one-fifth of each group believed they could lose their job because of offshoring.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;IT pros and software and web developers, however, were more concerned. Nearly half of each group agreed offshoring was a threat to their current position — the highest percentages of any job title.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;This is unsurprising given these are just the sorts of positions that can be filled by qualified graduates in foreign countries at a fraction of the price of UK salaries.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;IT consultants were the most lukewarm on the topic, with slightly more disagreeing that offshoring threatens their job than agreeing. This is backed up by separate research from recruiting company Giant Group which revealed that job security is a low priority for consultants in today's job market — it is outweighed by skills development and an employer's brand status.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;No part of the UK workforce is unaffected by offshoring, however. A majority of even the unemployed Skills Survey respondents believed offshoring negatively impacts their ability to land a job.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The results are based on responses from 1,198 individuals.

      <title>Outsourcing growth continues</title>

&lt;br/&gt;Specialists are showing good growth as more and more firms seek to rid themselves of their IT woes

&lt;br/&gt;A growing number of firms are trying to relieve businesses of their information technology chores, according to a new study.
&lt;br/&gt;
&lt;br/&gt;The report, conducted by market research firm IDC, says a new crop of competitors are challenging computer service giants like IBM and EDS with low prices, specialised expertise, and advanced technology.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Up-and-comers in the IT outsourcing market include Dell, which specialises in the desktop management, and Lucent Technologies, which focuses on network maintenance. Although the services of these equipment makers are relatively limited, each has inked big contracts based on their specialised expertise and low prices, IDC said.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Computer services firms in India, including Tata Consultancy Services, Wipro Technologies and Infosys Technologies, are also elbowing into the market with low prices.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Meanwhile, companies like Salesforce.com, which offer off-site, subscription-style software, are providing a new twist on outsourcing by tapping the Internet. As a hosted service provider, Salesforce.com maintains customer systems remotely.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;IDC expects Amazon.com, eBay, Travelocity, Google, AOL and Yahoo, to move deeper into "on-demand" business services as well.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Despite all the new competition, the top three IT outsourcing firms in the world — IBM, EDS, and CSC — haven’t budged from their positions, the IDC report said. Based on 2004 revenue, IBM occupied the top spot with 15.5 percent of the global market last year, while EDS ranked number two with 11.7 percent, according to IDC figures. Third ranking CDC's share was 5.5 percent.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Among the world's 10 biggest firms in the market, HP services revenue grew the fastest, by 22 percent last year, by IDC calculations. IBM, Capgemini and Northrup Grumman also logged double digit-growth.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;IDC based its figures on broad outsourcing contracts for data centre management combined with desktop care, help desk support, network operations, applications maintenance or disaster recovery services.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The global market for such services in 2004 hit $84.6bn (£48.5bn), according to IDC. The research firm said it expects the market to grow nearly 6 percent annually through the end of the decade, reaching $112.5bn in 2009. The $33.8bn US market will grow at 4.2 percent, IDC predicted.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The moderate rate of growth combined with the increasing competition means more mergers are on the way, IDC analyst David Tapper said. "It's a stable set of players, but there is going to have to be consolidation," he said.

      <title>Unisys opens Chinese coding centre</title>

&lt;br/&gt;Unisys has launched a new offshore services and software development centre in Shanghai as part of the continued expansion of its operations in China.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The Shanghai centre will employ around 1,000 people over the next three years and provide application development, IT and BPO services, technical helpdesk and support services to Unisys' global customers.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The global sourcing centre will also act as an open source "centre of excellence" for Unisys to develop and deploy open source software.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Cal Killen, vice-president of Unisys Global Services, said the centre in Shanghai will provide customers with an offshore cost advantage.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;He said in a statement: "This expansion of our China operations extends Unisys' long-term commitment to providing global sourcing options that meet clients' continually evolving demands in an increasingly competitive global marketplace."
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Unisys already has Chinese operations in Beijing, Guangzhou and Shanghai. The new facility in Shanghai ZhangJiang Hi-Tech Park will begin operations this month.

      <title>Dell plans Indian manufacturing arm</title>

&lt;br/&gt;Dell's march across India continued on Monday as chief executive, Kevin Rollins, announced plans to add 5,000 to its Indian workforce and build a new call centre, which may precede Dell's first manufacturing plant in the country.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The facility in Gurgaon, just outside Delhi, is Dell's fourth in India following Mohali, Hyderabad and Bangalore.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The new contact centre "will employ 700-1,000 people by the end of 2006 when the total number of employees of Dell will grow to 10,000 in India," Rollins told The Hindu newspaper.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Dell said that the customer support centre in Gurgaon will, like the others, largely support Dell's growing customer base in India.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;But as one of around 30 customer centres around the world, the new centre will be unique in being able to support customers in any geographic location.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;In his announcement, Rollins also told reporters that Dell is now ready to manufacture in India. "The time is ripe to consider a manufacturing centre in India," he said.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Dell is also paying more attention now to the services market. Many of the new jobs in India will be focused on services, including business process outsourcing — an area where Dell is claiming some expertise.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Last Thursday, the company announced it was opening its latest enterprise command centre (ECC) for enterprise services delivery in Penang, Malaysia. The new centre joins others in the US, Ireland, China and Japan.

      <title>Mexico targets US developer jobs</title>

&lt;br/&gt;A Mexican trade group argues the country is ideal for 'nearshore' outsourcing — and it is so close that US workers can often commute
&lt;br/&gt;While Europe looks to India as its offshoring destination of choice, Mexico has launched an initiative to promote itself to the US as a "nearshoring" destination that's so close to home it's often within commuting distance.
&lt;br/&gt;
&lt;br/&gt;And the benefits of proximity add up, says Eduardo Ruiz Esparza Flores, president of Canieti, a Mexican IT trade group working with the Mexican government to promote the country as an outsourcing destination. He is also chief executive of RFID Native, which builds radio frequency identification systems.
&lt;br/&gt;During an interview at the Gartner Symposium ITxpo, Flores noted that there are more than 300 flights per day between the US and Mexico. Bandwidth costs on software projects also add up, so the closer your programmers are to corporate headquarters, the better.
&lt;br/&gt;
&lt;br/&gt;He said: "We are looking for complex and network-needed projects with high response requirements."
&lt;br/&gt;
&lt;br/&gt;The language barrier is easily overcome, according to Flores, and in many areas, US executives can stay in the US and commute down to work.
&lt;br/&gt;
&lt;br/&gt;Three years ago, the Mexican government launched a programme, called Prosoft, to promote the country's tech industry. The goal is to increase the size of the Mexican IT industry to $15bn (£8bn) annually by 2013. Two weeks ago, the government launched an advertising and recruiting campaign for Prosoft.
&lt;br/&gt;
&lt;br/&gt;However, Mexico isn't cheap compared with the larger Asian nations when it comes to outsourcing. Mexico's contract-manufacturing industry was hit hard when China ramped up as a manufacturing powerhouse.
&lt;br/&gt;
&lt;br/&gt;Still, Mexican labour is cheaper than American labour. Newly minted Mexican engineers make around $1,200 per month, Flores said — about a third of what young engineers earn in the US. Intel has about 1,000 employees in Mexico, he added. Freescale also has development operations.
&lt;br/&gt;
&lt;br/&gt;Technology also remains a popular subject with students in the country. Mexico has around 400,000 students studying IT-related subjects in universities and technical schools. Roughly 60,000 of them graduate from these programmes annually. The Monterrey Institute of Technology, which used Massachusetts Institute of Technology as its model, remains the country's premier technical university.

      <title>Volunteers needed on primary election day (Delaware County, PA.)</title>

      <description>&lt;div&gt;Volunteers are needed to help out on primary election day, May 16, 2006 in Delaware County, PA. The volunteers will be collecting signatures for a New American Independent candidate running for the PA House. The areas that we need volunteers are in Radnor Township, Wayne, Marple, Springfield and Morton.
&lt;br/&gt;
&lt;br/&gt;Volunteers can work any hours that they are available. Some volunteers may want to work in shifts such as 7am-11:30am, 11:30am-4:30pm or 4:30pm-8:30pm. Most people should be happy to sign the petition. It is rare to have people decline to sign. Volunteers will be stationed outside of the polling places. As voters are coming out after voting, our volunteers will then ask them to sign our petition. 
&lt;br/&gt;
&lt;br/&gt;You will only be asking people to sign a petition to allow an independent candidate to be on the ballot. It involves no commitment on the part of those who are signing the petitions to support the candidate. It simply gives them another choice at the ballot box this November.
&lt;br/&gt;
&lt;br/&gt;You will be trained (roughly 20- 30 minutes). You might actually enjoy participating in our new grassroots movement. The only requirement is that you are a registered voter in the state of Pennsylvania. It does not matter to which party, if any, you belong.

&lt;br/&gt;Thursday May 4, 2006, New Delhi: The Taliban does not find a mention in the United States department of StateÂ’s Â“Country Reports on Terrorism 2005Â” released last week and many in that country are wondering why. 
&lt;br/&gt;The annual report, mandated by the US Congress, only gives the Afghanistan-Pakistan border the status of a safe haven although it documents extensively the links between Al Qaeda and its affiliates. Â“Al Qaeda serves as a focal point of inspiration or imitation for a worldwide network that is comprised of many Sunni Islamic extremist groups, including some members of Taliban,Â” it reads. US assistant secretary of State for South Asia and Central Asia Richard Boucher skirts the issue. Determining a foreign terrorist organisation is a legal matter that is best left to experts in Washington, he believes. 
&lt;br/&gt;
&lt;br/&gt;The official, however, concedes that the Taliban represents a threat to both Pakistan and Afghanistan and also to the people of America and India. There should be no doubt about the US view, he asserts. The US-based Council on Foreign Relations (CFR) observes that the Taliban does not appear on similar lists of terrorist organisations maintained by Britain, the European Union, Canada and Australia. 
&lt;br/&gt;
&lt;br/&gt;In a report on WashingtonÂ’s policy on the Taliban, the CFR quotes analysts as saying that the Taliban is receiving support from Pakistan and that there could be a political motive behind not proscribing it. 
&lt;br/&gt;
&lt;br/&gt;The CFR quotes Chistopher Langdon of the Institute for International Strategic Studies as saying that the Taliban are not terrorists. Some like Amin Tarzi, the Afghanistan analyst for Radio Free Europe / Radio Liberty, disagree. 
&lt;br/&gt;
&lt;br/&gt;Mr Tarzi sees a Â“political motiveÂ” behind Â“this double standardÂ” and goes on to cite Afghanistan President Hamid KarzaiÂ’s decision to invite the Taliban to join his government as a case in point. Â“Steven Simon, CFRÂ’s Hasib J. Sabbagh, senior fellow for West Asian Studies says Mr TarziÂ’s explanation is plausible. The designation of Â‘foreign terrorist organisationÂ’ has always been highly political,Â” reads the report. &lt;/div&gt;

&lt;br/&gt;It can be done. But in this country, it's 
&lt;br/&gt;phony to say "I'm for the environment but not for 
&lt;br/&gt;limiting immigration." It's just a fact that we

I feel that the first step toward living in the Utopian sense is establishing sustainability within our world. To live as one and be at peace with one another within our natural environment. There are many individuals who have dedicated themselves into researching the possibilities for design in the new world. From Linear Synchronise Motors to water power generation. We have the ability to redevelop our world today. There are many powers that play against our cause to revitalize our planet and ways of life. Information is power! Those who are unaware need to see the dire consequences if action is not taken to change the way we have been living. 
&lt;br/&gt;
&lt;br/&gt;The tools of information are key to the unification of our people. There can be no barriers between one another. It does not matter where you live or how much money you have. We are all living together in one world. The destruction of this one planet will mean the demise of all regardless of these factors. If this path of destruction is allowed to continue existence will be harsh. Those who are lucky enough to survive will not be the lucky ones at all. To live inside of a buble is not my idea of living. To have to wear protective clothes to go outside isn't either. We have the technology to change things but the people need to become aware.

The key is to bring the people together to want to change. Change means a better life for everyone. We can build desalination plants in Africa and give the people the ability to become self reliant. We can empower one another to live freely without having to be slaves of the system. 
&lt;br/&gt;
&lt;br/&gt;Those who forced their ways upon the indigenous peoples of these lands need to be stopped. The destruction must come to an end and the people must be allowed to live freely in peace. No more war! We fight wars over energy. Why are we fighting wars over energy when energy can be free? Going back to the work of Nikola Tesla there have been alternatives. Nikola Tesla was one of the greatest minds known to the modern world. Why is it that nobody has ever heard of him? His designs could have changed the world 100 years ago. However those in power thought it was a better idea to keep the people under an iron fist. Those who try to give the power to the people have been either slain or cast down. The purveyors of evil started with Jesus of Nazareth and have been spreading their Black Plague for over 2000 years.

&lt;br/&gt;There is a presence of evil in this world causing destruction and death. When will it stop? Nothing will change if the people don't will it. There are many who are manifesting a new world through their prayers and the establishment of a unified consciousness. All efforts are futile unless the mass of society wills in the new era. Our world has changed to be more open with the availability of information. We can not allow this freedom to be taken from us. Why are there 1,000,000,000 people without clean water? Why do 40,000 people die from famin every day? Why did over 100,000,000 people die from war in the 1990's? Why,why,why? There are so many questions and not enough answers. I can tell you the only reason is that we allow it to occure. There is another way!

&lt;br/&gt;We don't need to be spending our money on weapons, drugs, alcohol, and addiction. We don't need to pay to have a connection with God. We don't need to be controlled by their energy or anything for that matter. We should be in control of our world not them. The way of the system in a capitalist society allows the manufacturers of goods to control the outcome of our entire planet. Look at the diamonds, gold, silver, fancy cars, limousines, oil, etc. We are taught to consume and consume we do. When will it stop? 
&lt;br/&gt;
&lt;br/&gt;The people want to live in a Utopian Society. The people don't even know what Utopia means. You could to any country in the world and the people may not speak english will know the words Nike, Coca Cola, McDonalds, the list goes on and on. Why can't the word that becomes known around the world be PEACE! Children wielding AK 47's. The genocide is still occuring in Africa today over resources. We can teach people how to reclaim their land. WE can stop using pesticides and destroying our water systems. There are so many things which can be done but not without the efforts of the people. A Utopian dream becoming a reality is for the people to come together and demand change. Take everything wrong in this world and make it better. That is the answer! Harder than it sounds. Not really!

&lt;br/&gt;The will to succeed, the desire to live freely, the strength to survive. What will the people do if all that we rely on is one day taken from us. No electricity! No gas! No cell phones! What would a 12 year old do without a cell phone in this society? Why in the world does every kid have a cell phone in the first place? We are made to think that we need these things when really all we need is clean air, water, and the love between one another. Without the simple basics of survival there exists nothing! The future is growing closer with every passing moment. Upon that day those who are prepared will survive. &lt;/div&gt;

&lt;br/&gt;Since the release of the information on the Sujiatun concentration camp in China, which is reported to do live organ harvesting on Falun Gong practicioners. More people have been stepping forward to reveal information. Recently, a veteran military doctor in the region of Shenyang said that the Sujiatun Concentration camp is just one of 36 such camps. Another camp in Jilin Province referred to as 672-S is said to hold over 120,000 people. 
&lt;br/&gt;
&lt;br/&gt;According to the Integrated Committee's announcement, transplant hospitals in China are now telling patients to "come in quickly" to get transplants. Patients are told that matching organs can be found at this time in as short as one or two days. The hospitals are also reported to say that, "it will be difficult after this batch of organs is used up."
&lt;br/&gt;
&lt;br/&gt;We fear that there is going to be a mass execution to “hide the evidence” and get rid of witnesses. PLEASE HELP us, Falun Gong practitioners around the world are requesting an international investigation while there is still time.

&lt;br/&gt;A few days ago CSC announced that they will be laying off 5,000 U.S. workers. Today, the company turns around and announces that they will hire 5,000 to 7,000 new employees in India. The American worker has become disposible in order to cover the corporations poor business management practices and the billions of dollars in CEO and board salaries and bonuses. Most of the new jobs being created in our so called strong economy are at places like Wal-Mart. These type of employers are more and more becoming the destination of American middle class workers.

&lt;br/&gt;Then our governement and these same corporations add another 20 million illegal immigrants to compete with American middle class and low-wage workers in these new low wage positions at places like Wal-Mart.  If we are going to save this ship, the middle class has to stand up.

&lt;br/&gt;California based Computer Sciences Corporation (CSC), which currently has an employee strength of 5,000 in India, will increase the headcount to 10,000-12,000 by next year, a top company official said.
&lt;br/&gt;
&lt;br/&gt;Announcing the launch of Computer Sciences Corporation India Pvt Ltd's operations in Chennai, CSC India President and Managing Director, Tom Kenyon, said the company will ramp up the southern city's operations by next year with an employee strength of 3,000. 
&lt;br/&gt;
&lt;br/&gt;The Chennai operations will mark the firm's fourth centre in India after Noida, Indore and Hyderabad. CSC would offer application and infrastructure services from the Chennai operations, which would commence on April 15, he said.
&lt;br/&gt;
&lt;br/&gt;The new premises will initially house 400 employees and will ramp it up to 1,000 by year end.
&lt;br/&gt;
&lt;br/&gt;The company recorded a turnover of US $14.60 billion last year globally. Out of this, 61 per cent of its revenue comes from North America, 30 per cent from Europe and the remaining from the company's operations in other countries.

      <title>Computer Sciences Cutting 5,000 Jobs</title>

      <description>&lt;div&gt;EL SEGUNDO, Calif. - Computer Sciences Corp. on Tuesday said it plans to cut about 5,000 jobs, or about 6 percent of its work force, over two years and is considering selling the company, a provider of information technology services. 
&lt;br/&gt;
&lt;br/&gt;Its shares jumped $2.30, or 4 percent, to $59.59 in early trading on the     New York Stock Exchange after rising to an new 52-week high of $60.09 earlier in the session.
&lt;br/&gt;
&lt;br/&gt;Computer Sciences said its board has decided to explore the company's options for improving shareholder value, in response to recent expressions of interest, and has hired investment bank Goldman Sachs &amp;amp; Co. as its adviser.
&lt;br/&gt;
&lt;br/&gt;The announcement came after The Wall Street Journal, citing unnamed people familiar with the matter, reported in its Tuesday edition that Computer Sciences is in talks that could lead to a potential sale of the company for $10.6 billion or more.
&lt;br/&gt;
&lt;br/&gt;In Tuesday's announcement, Computer Sciences said it would cut 5,000 jobs from its work force of 80,000 employees as part of a major restructuring to improve the company's cash flow and earnings.
&lt;br/&gt;
&lt;br/&gt;The restructuring plan involves 4,300 job cuts during fiscal 2007, which began Saturday, and 700 job cuts in fiscal 2008. Most of the reductions will come in Europe, the company said.
&lt;br/&gt;
&lt;br/&gt;"For some time it has been apparent to us, and to other companies in our industry, that there is excess capacity in certain geographies, particularly Europe," Chief Executive Van Honeycutt said in a statement.
&lt;br/&gt;
&lt;br/&gt;"After lengthy consideration, we have decided that this is an appropriate time to deal with the issue through a restructuring," Honeycutt said.
&lt;br/&gt;
&lt;br/&gt;Computer Sciences expects to take a related charge of about $345 million this fiscal year and $30 million in fiscal 2008. Without those charges, the company expects the restructuring to save it about $150 million this fiscal year and $300 million in fiscal 2008.

&lt;br/&gt;Computer maker Dell plans to go from 10,000 employees based in India today to 20,000 by 2009. The company also plans to double its Philippine call center workforce from 700 to 1,400.
&lt;br/&gt;
&lt;br/&gt;India will see increased hiring not just in the four call centers that Dell operates there but also in the company's product testing and software development centers.  
&lt;br/&gt;
&lt;br/&gt;The Philippines, however, will see hiring only in the call center category.
&lt;br/&gt;
&lt;br/&gt;Dell has historically taken the line that its hiring practices in India are driven primarily by talent rather than by low wages. While that may be questionable, there is a more intuitive reason for Dell to hire more support staff in India: sales growth. Dell saw 40 percent growth in India in the previous quarter and expects a similar figure this quarter, indicating that a growing percentage of Dell owners are now Indians.
&lt;br/&gt;
&lt;br/&gt;Regarding Dell's service and the Indian issue, Consumer Reports wrote back in 2004 that:
&lt;br/&gt;
&lt;br/&gt;"Dell was worse than average at delivering service that was free of problems with English. Overall, though, Dell was average for communication problems. And on average, Dell's users were still fairly satisfied with the company's support.
&lt;br/&gt;
&lt;br/&gt;Communicating in understandable English is 'certainly an area of concern and we're paying attention to it,' said Jennifer Davis, a Dell spokeswoman. 'The vast majority of our customers don't have this problem.'
&lt;br/&gt;
&lt;br/&gt;Dell has tech-support centers around the world. It recently brought support for some corporate customers back to the U.S. in response to those customers' concerns.
&lt;br/&gt;
&lt;br/&gt;Overall, when it comes to technical support for desktop computers, Apple rated significantly better than Dell, while Compaq and HP rated significantly worse. It's not clear how those other companies handle support; Apple, Compaq, and HP did not comment."

&lt;br/&gt;Of the firms surveyed by Eurocom and its Indian partner IPAN, 76 per cent believed that India and China will take a lead in the IT manufacturing space. Seventeen per cent of the 300 top managers surveyed said India will record the highest growth in the jobs front while 71 per cent were of the opinion that China will take a lead.
&lt;br/&gt;
&lt;br/&gt;Eurocom - which is a collaboration between independent, privately - owned communication agencies across the world - said the outlook for jobs in the European technology sector looks very positive. "As many as 60 per cent of the surveyed firms expect to increase jobs over the next 12 months while only eight per cent are expecting a decrease in headcount," it said. Firms are very bullish on sales too with 79 per cent expecting to increase revenue and only three per cent expecting downturn. "The IT recovery is reflected in the fact that skills shortage is now seen as thirs most likely threat to growth in the sector," Vivek Sengupta, President of IPAN said.

      <title>Hong Kong firm wins No bid contract to screen cargo headed for the U.S.</title>

      <description>&lt;div&gt;A Hong Kong firm is set to be responsible for screening for radioactive material in cargo containers headed to the United States. The screening would be done in the Bahammas. The owner of this firm has close ties with the Chinese government in Beijing. This company already controls much of the traffic through the Panama canal. Aside from any security concerns that having a foreign government screen our cargo containers would pose, the situation makes it easy for spying to take place.

&lt;br/&gt;If we don't take action to once again become more self-reliant in regards to our vital infrastructure and needs, our kingdom will be built on sand. Just waiting for a strong wave to wash it away.

&lt;br/&gt;CHENNAI: Automobiles major General Motors will invest Rs 100 crore in its manufacturing facility at Halol in Gujarat, for penetrating into the Indian small car segment, company's Vice President P Balendran said on Friday. 
&lt;br/&gt;Talking to reporters on the sidelines of the official launch of Chevrolet Aveo, a small car, he said the company would be rolling out two other new cars to cater to small car segments in the next six months. 
&lt;br/&gt;The new cars, which would be rolling out of the factory have been named Aveo-U-VA and Optra SRV. 
&lt;br/&gt;In a bid to reach out to more customers, the company would expand its dealership network from the present 77 to 110 besides two new parts distribution centres, one each at Maharashtra and Delhi, to supplement the two existing centres in Gujarat and Tamil Nadu, he said. 
&lt;br/&gt;The company would expand its car manufacturing capacity from the present 65,000 a year to 86,000, he said.

&lt;br/&gt;(Angus Reid Global Scan) – Many Americans are preoccupied with the practice of using less expensive labourers in foreign countries to do work previously done at a higher cost in the United States, according to a poll by Greenberg Quinlan Rosner Research and Public Opinion Strategies for National Public Radio. 26 per cent of respondents are worried about global economic competition and the outsourcing of American jobs.
&lt;br/&gt;
&lt;br/&gt;The Iraq war and continuing violence between religious groups in the country is second on the list with 23 per cent, followed by Iran resisting international pressure and working to develop nuclear weapons with 21 per cent, illegal immigration with 14 per cent, and the foreign ownership of U.S. port operations and lack of attention to homeland security with 11 per cent.
&lt;br/&gt;
&lt;br/&gt;On Mar. 3 in India, Bush discussed the impact of globalization, saying, "People do lose jobs (...) and it’s painful for those who lose jobs. But the fundamental question is, how does a government or society react to that? And it’s basically one of two ways. One is to say, losing jobs is painful, therefore, let’s throw up protectionist walls. And the other is to say, losing jobs is painful, so let’s make sure people are educated so they can fill the jobs of the 21st Century. And let’s make sure that there’s pro-growth economic policies in place. What does that mean? That means low taxes; it means less regulation; it means fewer lawsuits; it means wise energy policy."

&lt;br/&gt;SAN JOSE, Costa Rica — The crates that leave this Central American nation these days are more likely to be stuffed with microchips and telecom components than the bananas that once represented Costa Rica's plantation economy.
&lt;br/&gt;
&lt;br/&gt;With little fanfare, Costa Rica has attracted hundreds of millions of dollars in investment from some of the best-known names in technology, including Intel Corp., Hewlett-Packard Co. and Microsoft Corp.
&lt;br/&gt;
&lt;br/&gt;Medical device makers and pharmaceutical companies are sprouting in the tropical heat. And the nation is becoming a hub for call centers and back-office outsourcing.
&lt;br/&gt;
&lt;br/&gt;Seattle-based Washington Mutual Inc. recently announced it would cut 600 loan processing jobs in Chatsworth and move some of them to Costa Rica. Palo Alto-based HP plans to nearly triple its business service workforce here to 3,500 workers within two years. The lure: lower costs, an educated, bilingual workforce, political stability, fat tax incentives and its location.

&lt;br/&gt;"We're shooting to be the Irish," Roberto Leiton Garro, an executive at Art in Soft, a Costa Rican software company, said of his nation's ambitions to emulate the Celtic Tiger.
&lt;br/&gt;
&lt;br/&gt;Indeed, like Ireland before it, this small nation is leveraging talent and technology to catapult an agrarian economy into the Digital Age. In the process, it is capitalizing on a trend known as "near-sourcing" that has American firms establishing facilities closer to home.
