I'm not sure all or anyone is aware of these schedule shifts:

I spoke with the BLM project manager of the NEPA review process regarding the proposed Sempra Granite-Fox Power Plant, today.

Due primarily to the review a very large (!) volume of comments arising out of the scoping process (May and June, 2005) at the beginning of this NEPA process, a fixed schedule ahead has not been settled yet.

Previous published estimates of DEIS and Final EIS dates are to be ignored.

Moreover, the base-studies that could have began early this last summer are not likely to start until December.

A guestimate of the date for the publication of the DEIS (Draft Environmental Impact Statement) is summer or later, 2006.

The public comment period after this DEIS being issued is apparently to be a couple of months.

A guestimate of the due date for the Final EIS is 2007, or roughly 6 months after the DEIS.

It was reitereated that public comments are very valuable.
