As for mitigating satellite damage, I suspect if they are shut down, sensitive circuits might not receive an inductive discharge, like unhooking big power transformers off national grids so they avoid being frazzled by the solar flare discharge, a big problem in Canada because of the amount of iron in the continental plate there.
