Growing tobacco for personal use is legal in the US. Some tobacco producing regions do restrictions on what varieties can be grown, but this should only apply to commercial production. Some idiots have been known to report their tobacco growing neighbors to the police for growing marijuana.

only one variety is illegal to grow, it's the patented commercial tobacco used for cigs, all others are legal. Seeds for the commercial tobacco are available at most all seed retailers. No one(LEO) bothers personal tobacco growers ever. Just don't advertise the fact you are growing that variety if you decide to try. Tobacco is to easy to grow, it's amazingly easy, and one can grow more than enough for themselves each season for ritual or personal consumption. Have Fun.
