Laura, I understand your not wanting to deal with the potential fallout from blocking her. I don't like feeling like I am fighting battles either, but in some cases I feel it is necessary. (To quote Henry V from Shakespeare, "We would not seek a battle as we are, yet as we are, we say we will not shun it.") ;) Some people will abuse the system and walk all over others if they are not willing to take action or make a stand. I guess it's like leaving a neg. FB for an NPB on ebay.... it is easier not to leave the neg. and less risky, but without leaving the neg. the person gets away with the behavior and nobody except ebay knows about it.

Everyone has a different philosophy on this, though, so we each have to do what seems right for us at the time. I'm sure if this woman wins your auction and pays on time, you'll be glad you didn't block her. If she wins and causes another hassle for you or doesn't pay, then you may find it necessary to block her anyway.

I am not sure what to do about the free FPs. I was putting off listing on ABU to see if Nancy remains on there, and also to see if bidding picks up. I may use the FPs for charity listings, so that if nothing else, it may get more visibility for the charity, or bring in new bidders to ABU from the charity. Right now I don't really have anything to risk listing in auction.
